| Since the implementation of the Reform and Opening policy and the accelerated development of urbanization,urban population expands and employment policy evolves,surplus rural labor force relocates and gets jobs in city,thus creates a massive "transferred rural population".people-oriented study of urbanization should focus on.Based on the investigation of the current development of "transferred rural population" in Kunming City and their living status,by reviewing the theoretical studies both in China and abroad,this paper summarizes and analyzes relevant concepts and theories.However,the "transferred rural population" group has uncertainty as follows:whether they are able to enjoy the same social security and public services of city dwellers,and hold their previous rights at rural;whether the new urban settlers can benefit from the economy and social development.These are the Combining the sampling survey of the citizenship of the transferred rural population in Kunming,this paper analyses the current status of the above population and their rights protection,structures a set of index evaluation from the following five aspects:economic condition,living status,public service,mental fitness,and knowledge quality.Based on the sampling survey data of the transferred rural population in Kunming,this paper measures the citizenship degree of this group.The result shows the degree of the citizenship is 54.48%for the transferred rural population in Kunming—a halfway citizenship status.The limitation factors include:unbalance of regional development in Kunming,unsound rural land system,defective sharing mechanism of the cost of citizenship,and the relative poor diathesis of the transferred rural population group.Based on the above analysis and study,this paper makes suggestions on the orderly acceleration of the citizenship progress of transferred rural population in Kunming,including:to improve the social security system,to perfect rural land reform policies,to strong the mechanism of the cost sharing during the citizenship progress,to increase the population holding capacity of Kunming City,to optimize the industrial structure,to provide sufficient job vacancy,to enhance skill training,to solidify the urban housing security system. |
