China is a populous country.And the low per-capita possession of land resources of the national conditions determined that the land will become a scarce resource.Urbanization and social and economic development can not be separated from the development and utilization of land resources.And we used to have the waste land resources situation during the process of urbanization in the blind pursuit of the expansion of urban area, land management in the form of extensive, low land use efficiency and waste of land resources.Land as the most important property of farmers, carrying a lot of farmers’ expectations.In the process of urbanization, how to make full use of the land to farmers’ survival and development has become a very important issue.And it is worthy of our in-depth study.At present, our country is still in the social system of binary in urban and rural areas.With the increase of the absolute number of rural population.Limited land resources to restrict the development of rural areas continue to appear,the state proposed new urbanization development route is to ease the contradiction between supply and demand of the current population and land.In the process of promoting the new urbanization, the existing land system has not adapted to the needs of the development of the new era.The lagging of the land system has brought about the policy contradiction to the farmer’s survival and development, and can’t make the basic rights and interests of the farmers get the full guarantee.It is harmed the interests of farmers, so that farmers can not really integrate into the city life, and thus slow down the pace of building a moderately prosperous society in an all round way.This thesis aims to analyze the problem of rural transfer population in the process of urbanization in China.So as to explore how to protect the basic rights and interests of farmers.This thesis through policy analysis, case study, case analysis and comparative analysis to make a thorough study on how to protect the rights and interests of farmers in the process of new urbanization.There are six parts in this thesis.The first part of this thesis is to do a explanation, including the background, significance, research status, research ideas and research methods.The second part is to elaborate the new urbanization and rural population transfer,including new urbanization connotation, the characteristic and the origin and development, the transfer of rural population characteristics and category etc. content.The third part is the interest demands of the new urbanization process of rural transfer of population in the rights of the land.Including the relationship between urbanization development and rural land, the active transfer of the population of rural land rights, the passive transfer of population dependence on land.The fourth part is the analysis of the problems in the rural areas.Analysis of the main causes of these problems.The contents include the problems facing the rural areas, the land issues facing therural areas, and the causes of these problems.In the fifth part, through the analysis of three typical cases of Jiaxing, Tianjin and Chengdu to discuss how to solve the problem and fully protect the rights of farmers in the process of the new urbanization.Content includes three modes of analysis, and rural transformation of thinking, the establishment of rural social security system,etc.The sixth part is the concluding remarks.A systematic summary of the research of this thesis.
