Since the reform and opening up,the development of agriculture and rural areas in China has entered a new stage.Accompanied by the rapid increase in social and economic levels,the people's material life has undergone tremendous changes.The current state of agricultural product quality and safety can no longer satisfy the people's growing demands.The issue of quality and safety of agricultural products was put on the table,and various safety issues continued to appear,affecting the lives of the people and affecting the harmony and stability of the society.The supervision of the quality and safety of agricultural products is the responsibility that the government cannot shirk.The grass-roots government plays an important role in particular.Bincheng District is a provincial-level export agricultural product demonstration zone in Shandong Province,also a provincial agricultural product quality and safety demonstration county(district).Bincheng District is a municipal district in Binzhou City.It has certain experience in agricultural product quality and safety supervision and faces more challenges.Under the impetus of the government,Bincheng District has gradually strengthened the supervision over the quality and safety of agricultural products,set up agricultural product quality and safety supervision agencies in the townships(sub-districts)of the region,formed a set of agricultural product quality and safety supervision networks,and gradually strengthened the supervision over the quality and safety of agricultural products.In this paper,the municipality of Bincheng District is taken as an example to study the current status of agricultural product quality and safety supervision in Bincheng District in detail,to analyze the existing problems and discuss howto further define the position of the grass-roots government in agricultural product quality and safety supervision,and propose relevant Strategy.The main research content of this article is as follows:First of all,according to the status quo of quality and safety supervision of agricultural products at home and abroad,the research background of this paper is put forward,and the significance of the research of the article is analyzed from both theoretical and practical perspectives.The results of domestic and foreign research on grassroots government's agricultural product quality and safety supervision are listed,referring to specific research ideas and methods.Secondly,the theory of economics and management related to the grass-roots government's agricultural product quality and safety supervision responsibility is elaborated.According to different subjects,the connotation of grass-roots government supervision of agricultural product quality and safety is elaborated;the concept of agricultural product quality and safety at the grass-roots level is monitored and analyzed in detail in terms of regulatory models,regulatory bodies,and regulatory means;from public product theory,information asymmetry Theories of sexuality,externality,market failure,and service-oriented government theory are used to demonstrate the necessity of agricultural product quality safety supervision by the government.Taking Bincheng District as an example,the problems existing in the monitoring of the quality and safety of agricultural products by the grassroots government in Bincheng District were analyzed from the aspects of low regulatory efficiency,weakening of the disciplinary mechanism,different testing standards,and apparent information asymmetry.According to the problems,the There are several reasonsfor this.The advanced experience,methods,and methods of developed countries in agricultural product quality and safety supervision have provided several suggestions for improving China's agricultural product quality and safety supervision.Finally,combining the full texts,based on the theoretical basis and actual conditions,we will establish and improve the supervision and control system for agricultural product quality and safety,improve the quality and safety supervision and support system for agricultural products,actively promote the construction of agricultural product quality and safety supervision and inspection system,and create a good quality and safety supervision for agricultural products.The four aspects of the environment put forward solutions to grass-roots government's agricultural product quality and safety supervision responsibility,discussed how the grass-roots government better fulfilled the responsibility of agricultural product quality and safety supervision,and promoted the construction and development of agricultural product quality and safety supervision system,so as to truly improve the quality and safety of agricultural products.The ability to supervise and ensure the quality and safety of agricultural products.
