With the growth of national economy and the continuous reform and development of agriculture,the supply of agricultural products in China has entered a stage of simultaneous improvement of quantity and quality.Food safety supervision of agricultural products at grass-roots level is directly related to health of people,the sustainable development of economy and healthy of society,and at the same time affects the public image and influence of the government.It has aroused widespread concern all over the country.This paper explores the supervision and management of the quality and safety of primary agricultural products,taking Yuhang District Hangzhou as an example,probing into the supervision and management of the quality and safety of primary agricultural products from the aspects of the risk prevention of primary agricultural products,the supervision and operation mechanism of primary agricultural products,and testing ability of primary agricultural products.Through statistical analysis of the quality and safety of agricultural products in 2014-2018 years,the problems of agricultural product supervision were deeply analyzed by applying the new public management theory and the overall nature of governance theory.Through drawing lessons from foreign agricultural product safety management system and experience,aiming at the social,institutional and organizational problems of agricultural product quality and safety supervision in Yuhang District,we put forward improvement strategies for establishing and improving quality and safety risk analysis system of grass-roots agricultural products,encouraging public to participate in supervision and control of agricultural products quality and safety,and improving the supervision mechanism of the quality and safety of agricultural products at grass-roots level,aiming improving agricultural products safety and quality supervision level continuously. |
