Technological innovation is the internal driving force for the economic development of a country and a region.Since China put forward the “One Belt and One Road” initiative,China and countries along the “One Belt and One Road” have actively promoted technological innovation and cooperation and built a platform for technological innovation. The spatial effects of technological innovation activities have become increasingly prominent, and technological innovation has also shown stronger results. The spillover effect is of great significance to the economic development of backward and advanced regions. Therefore, based on the existing spatial economics theory, this study takes the countries along the “One Belt and One Road” as the research object and explores the spatial spillover effects of technological innovation, and provides empirical evidence for the cooperation and exchange of technological innovation in the “One Belt and One Road” countries. The economic development of other countries provides lessons.First of all, this article gives a full range of theories that are closely related to the spillover effect of technological innovation: the definition and characteristics of technological innovation spillovers, and the measurement of the spatial spillover effects of technological innovation.Based on a series of theoretical spillovers in space for technological innovation, the premise, essence, internal mechanisms, and impacts of technological innovation spillovers are reviewed, and the role of space for technological innovation spillovers is analyzed in terms of industrial structure, talent flow, trade, and investment.Next, this article takes 33 countries that join the “One Belt and One Road” initiative as research objects, uses the space locator diagram to describe and analyze the spatial distribution of technological innovation output from 2004 to 2012,and introduces Moran's I index to analyze technological innovation.Aggregated spatial autocorrelation.Again, the article uses a knowledge production function that includes spatial spillovers to construct a spatial econometric model to study how innovation output is affected by the spillover of technological innovations. Finally, based on three different spatial weight matrixes,an empirical analysis of the technological innovation space spillovers of the “one Belt and one Road” countries from 2004 to 2012 was conducted. The results show that:(1)Since 2004,the number of patents in the countries along the “one Belt and one Road” initiative has significantly improved both in quantity and structure. In addition,it has shown significant agglomeration effects in the geographical space.A positive spatial correlation can be obtained through the global autocorrelation test, but the local autocorrelation test shows that some countries deviate from this positive correlation.(2)Empirical analysis of the spatial spillovers of technological innovation can be concluded that countries along the “One Belt and One Road” have basically formed significant spatial spillover effects.Under different spatial weight matrix, the gap between different countries has a large gap.(3)For the “One Belt and One Road” countries, the input of technology practitioners,R&D expenditures, foreign direct investment, and GDP per capita all contribute significantly to the technological innovation output. The spatial spillover effect of per capita GDP and R&D expenditures is not affected by the total effect. It is also very prominent in both direct and indirect effects. Finally, based on theoretical analysis and empirical research results, the full text was summed up,and the investment in R&D was increased to make full use of the positive effects of space spillovers between countries,to utilize the broad platform of the “One Belt and One Road” initiative, share resources, and promote friendly cooperation.Advice on the coordinated development of countries along the line provides policy recommendations.
