| Family support has been long realized the main form of elderly care for rural residents,and the traditional intergenerational functional relationship is the basis and prerequisite for the family pension.in recent years,old-age care has facing increasingly serious problems caused by population aging,low fertility rates,population mobility and urbanization for this reason,China has introduced New Rural Pension Scheme(NRPS),which is expected to improve elderly’s living.With reform of NRPS deepened Constantly,it has become a common concern of academic community and the government for whether NRPS can achieve the expected results and ultimately improve the quality of the elderly in rural areas.At the present,large number of research aim at analysis the changes in support from children to parents.Considered multiple resources flow between generations,a single-dimension analysis from economic support will inevitably lead to misunderstandings.Therefore,from the perspective of balanced support,this paper analyzes the impact of NRPS on multifunctional intergenerational relationships,which is of great significance for a comprehensive understanding of the practical effects of the new rural insurance reform.Based on the family “raise-support” pattern put forward by Fei Xiaotong,this paper demonstrates the balance principle of intergenerational support in rural family.On this basis,we analyze the old-age security role of NRPS and propose three hypotheses.Firstly,NRPS will increase the old people’s economic income and improve their quality of care.Secondly,the “bundled” enrollment requirements may break the intergenerational support balance of rural families and increase parent’s economic support willingness to their children.Third,the “bundled” enrollment requirements also increase the upward transfer from children,which will force the them to cut back and support the time.Based on the above analysis,according to the principle of supportive balance among generations,the new rural insurance will significantly improve the quality of old-age care for the elderly in rural areas,and change the old-age care model determined by intergenerational relationships in rural families.Then we provide empirical evidence.Firstly,it shows that economy independence and life quality of the aged in rural China are obviously improved by NRPS.Secondly,according to the binding method of participating insurance,NRPS potentially increases intergenerational upward transfer payments.Consequently,Participation in NRPS will generally increase intergenerational downward economic support,meanwhile informal care from children is reduced,thus NRPS will change the traditional pattern of old-aged care.Thirdly,the policy effects are more significant and larger for people with low income,poor health status or solitary living,suggesting group difference of the policy effect.In order to protect the basic livelihood and solve the problem of old-age support for the elderly in rural areas,it addressed to adjust the requirements for participating in the new rural social security insurance and to play a more important role in supplementing the family pension.To play a greater role in supplementing the family pension,increasing public investment in pensions and urging children to take care of their children in daily care and spiritual comfort.To expand the proportion of low-income,unhealthy,and elderly people living alone,and to strengthen the role of pension security for new rural insurance is indispensable. |
