Research On Maintenance Outsourceing Management Of Communication Industry

With the rapid communication development of operators and the reform of supply side,the contradiction between the growth of network equipments and the shortage of network maintainers becomes obvious.It's necessary to outsource the network main--tenance.However,this brings the management costs and risk costs to Telecom operators.The problems and challenges all the operators are facing is to manage the outsourcing,raise market competition and reduce the operating costs.This paper analyzes the commission maintenance situation of company A.It's found some problems like single function,poor comprehensive capacity,imbalanced maintenance and extensive examination with company A.This work analyzes organizational structure,performance appraisal,e-management and risk control,and puts forward the solutions.First of all,it redistributes network maintainers and optimize the maintenance elements to achieve intensive maintenance and management.Secondly,the use of embedded management model and incentive measures strengthens the symbiotic relationship between the outsourcing enterprises and Telecom operators by the modification of performance appraisal standards.Then regulating the closed-loop process helps the standardized maintenance and electronic control,and strengthens the control of network.Finally,the risk control enhances the advantages of operators to manage the outsourcing enterprises.This paper puts forward new management methods which enhance the management ability,and clarify the working interface between the enterprise and the operator.This work provides a useful reference for Telecom operators.
