Analysis Of The Supply Mechanism Of Public Property Security Housing

The common property house is a supplement of China's housing ensuring.It is not only a kind of basic public service to solve the social welfare distribution,the maintain social stability or the achievement of social justice,but also a kind of social ensuring in the field of house supplying.Since 2009,many cities which have major housing problems in China,were spreading the policy of “The common property house”(or we call “low-income house”).As a pilot city,combined with the system of low rent housing and public rental housing system,Shanghai took the first reform and exploration of the common property housing system.In the past more than 10 years,this system has successfully solved nearly 100 thousand families with low and medium income.However,there are a lot of problems of the common property housing system in Shanghai that need to be solved urgently.Therefore,in this paper,on the basis of the common situations of the housing system at home and abroad,and on the model of the new public service theory,I'll try to explain the common property housing system in Shanghai in five sections: which are the government functions,the public interests,the principle of fairness,the joint participation,and the team building.At the same time,I'll try to analyze the supply mechanism of access standards,supply process,audit system,public support,and exit mechanism.Combining the research method of interviewing with different types of people,I'll try to dig out the difficulties and questions,and put forward some proper suggestions of the supply mechanism of Shanghai common property housing system which is on the theoretical framework of changing government functions,paying attention to public interests,insisting on fairness and justice,attaching importance to joint participation and emphasizing team building,.And in order to improve the city affordable housing system,I'll try to propose a new Shanghai common property housing system which has an establishment of dynamic management,a legislated aspect,a daily credit system,a proper financing,a credit system,a multiparty supervision,a rational distribution,a legal property,a scientific management,a security team and so on.
