Research On The Industrial Transfer Effects Of Beijing-Tianjin-Hebei Region

Beijing-Tianjin-Hebei region is the core of the economy in northern China and an important growth point for China’s economic development.The promotion of the synergistic development of Beijing-Tianjin-Hebei region can not only improve China’s regional development mechanism,but also has an important strategic significance for improving China’s international status.The synergistic development of Beijing-Tianjin-Hebei region was formally proposed and rose to major national strategy in 2014.Industrial transfer is an effective means to promote region’s synergistic development.Industrial transfer can highlight the major functions of all localities and promote industrial optimization and upgrading to achieve inter-regional circulation of resources and complementary industries.Beijing-Tianjin-Hebei region’s industrial transfer started with Shougang moving in 2005,the government had also taken corresponding measures.However,whether the transfer of industries has really promoted the region’s synergistic development and whether it has achieved the desired results have become the focus of everybody’s attention.This article mainly summarizes the relevant research on Beijing-Tianjin-Hebei region’s industrial transfer through classifying theories of region’s synergistic development and collating the domestic as well as foreign literature on industrial transfer based on Beijing-Tianjin-Hebei region’s synergistic development.It uses factor analysis to measure the industries transfer capacity of Beijing-Tianji-Hebei.This article uses panel data model to analyze the effect of Beijing-Tianjin-Hebei region’s industrial transfer from economic effect,social effect and environmental effect.Then it combines EES and PSR model to establish the evaluation index system of industrial transfer’s effect so as to analyze the effects of Beijing-Tianjin-Hebei region’s industrial transfer.Thus,we can clarify the effects of industrial transfer on Beijing-Tianjin-Hebei region’s development and achievements that have been made to propose some policy suggestions on how to promote the synergistic development of Beijing-Tianjin-Hebei to enhance the industrial transfer’s effect.The main conclusions of the following points:(1)Hebei has a better capability of industrial transfer,due to its cost advantages and high carrying capacity of resources and environment.However,in order to further stimulate the market potential and improve profitability,it needs to enhance the technological research and development capabilities;Tianjin has a good market potential,technology research and development capabilities,but itsland resources and economic development space is not sufficient when compared with Hebei.(2)In the evaluation of the undertaking effects of industrial transfer in Beijing-Tianjin-Hebei region,we found that it will promote the economic development of the undertaking areas,increase the number of employed persons and incomes of personnel,but will cause pollution to the local environment at the same time;therefore,more attention should be paid on environmental protection issues when transferring.(3)It was found in the appraisal of the removal effect of industries in Beijing-Tianjin-Hebei region that the ecological environment is the most important reference factor,which is higher than the economic and social factors.As a result of industrial transfer,the ecological environment in Beijing has been greatly improved;the personnel easement and labor income have also been greatly promoted,but neglecting the improvement of the quality of economic development will restrict the further enhancement of the industry’s removal effect.
