The Research On The Government Function Of The Residential Property Management

With the deepening of the housing reform and the continuous development of the real estate industry<property management industry in China has made certain progress and achievements.In general,the property management industry in the aspect of management,service and innovation level has been greatly improved,people's identity to the property management industry is becoming more and more strong,the service quality of property management enterprise also improved,the government's relevant policies and regulations of property management industry is also more reasonable.However,there are still a lot of disputes.The accumulation of property disputes between owners,property management,real estate development companies,property service enterprises,and the local government because of economic interests,property ownership,and the government function directly affect the harmony and stability of small area.Choosing Chongqing city residential area as the research object,this paper studies the government function in the residential property management,through the literature research method,comparative analysis method,field survey method for analysis.The accumulation of property disputes between owners,property management,real estate development companies,property service enterprises,and the local government because of economic interests,property ownership,and the government function directly affect the harmony and stability of small area.the study found that the goverrnment supervision of the realty service enterprise is offside,interests of the owners is lack of institutional protection,and developers of related system are not mature and perfect,three are three reasons for them:the first is the government's misunderstanding of economic nature of the property management,the second is lack of reasonable guidance and nurture,the third is the existence of Inherent concept of "strong government,weak society".On the basis of summarizing domestic and foreign advanced experience,it is put forward that the government should determine its function scientifically and rationally,and to clarify the boundary of government and market,the government should,firstly,have a correct understanding of the residential property management;secondly,formulate and improve relevant laws and regulations to ensure the property service enterprise's operational independence,the realty service enterprise to reduce barriers to entry,strengthen market competition,improve service quality,prosperity property service enterprise sellers' market;thirdly,supervise and regulate owners and owners of the Commission,to strengthen guidance and cultivation of public spirit;and finally,increase the supervision of developers,create a good market environment for fair competition.
