As China's economic and social development has entered a new phase,the focus of China's economic construction has gradually shifted from high-speed growth to high-quality development.Accelerating the optimization and upgrading of the industrial structure and implementing innovation-driven development strategies are the key to the long-term progress in China's overall strength.Therefore,the national economy will pay more attention to the quality of economic growth in the future,the important role of technology progress and human capital in national economic growth will be more significant.Our country has paid great attention to the development of high technology and high-tech industries all the time:from the "Torch Plan" launched by the Ministry of Science and Technology(formerly the State Science and Technology Commission)in 1988 to the "National Key New Product Plan",as well as the "Made in China 2025”plane launched by the state in recent years in order to realize the intelligent and informatization development in the manufacturing industry,which all demonstrate our country's ambition to develop high-tech and high-tech industries.Specific to the provincial level,Shanghai as China's economic and financial center,Currently in the construction phase of building a global excellence city,which can not do without the construction of "The center of Scientific and Technology innovation",build Shanghai into a“Science and Technology Innovation Center with Global Influence" is the key links to enhance Shanghai,s comprehensive competitiveness,also an essential measure of Shanghai's economic restructuring and upgrading,necessary links of optimization and upgrading of industrial structure.Vigorously developing high-tech industries is one of the important measures to build"Science and Innovation center".This article focuses on the incentive mechanism of high-tech industries to regional economic growth.Taking Shanghai as an example,this paper discusses and measures the economic growth effects of high-tech industries through theoretical analysis and empirical analysis.The general content of this article is divided into five chapters:The first chapter introduces the background of the selected topic,the dissertation framework,research methods,innovations and deficiencies;The second chapter is based on the development history of economic growth theory and to sort out classical economic growth theory,neo-classical economic growth theory and new economic growth theory,briefly discusses the core ideas,representatives and similarities and differences between the three major economic growth theories,in that case lead the important position of technological progress in the economic growth,then reviews the literature about the relationship between high-tech industry and regional economic growth and makes a literature commentary,pointing out the significance and applicability of the previous studies to the research of this article;The third chapter is the theoretical exposition of the economic growth effect of high-tech industries,based on the literature review and combined with own understanding,further elaborate on the total growth effect,technology spillover effect and structural adjustment effect of high-tech industries,combined with the above basic theory and the current stage of development in Shanghai,it is speculated that Shanghai's high-tech industry will directly promote the growth of regional economy through its total growth effect as a pillar industry,and it's indirect economic growth effect may be mainly reflected in the driving of traditional industrial manufacturing.The fourth chapter is an empirical analysis of the economic growth effect of Shanghai high-tech industry.Firstly,introduce the status of Shanghai high-tech industry,then combined with the development of Shanghai high-tech industry,based on the previous theoretical analysis to construct the econometric model such as Feder model and Koyck distribution lag model to measure the mechanism and effect of Shanghai high-tech industry in promoting Shanghai's economic growth in the current stage;The fifth chapter is the conclusion and suggestion:relying on the previous theoretical analysis and empirical test,make a conclusion on the current development and economic growth effect of Shanghai high-tech industries,and based on the Shanghai's background of construct a global excellence city and technology center to gives relevant recommendations.Through the above related research,this article draws the following conclusions:1.The economic growth effect of High-tech industries in the regional economic growth mainly through the total growth effect,technology spillover effect,and structural optimization effect to bring about the driving force of the regional economy.In the current stage of development,Shanghai's high-tech industry,as a regional pillar industry,is more based on the effect of aggregate growth,and directly achieves the pull of regional economic aggregate.2.The technology spillover effect of Shanghai's high-tech industry is mainly reflected in the technological transformation on traditional industrial sectors.Among them,the realization of the technology spillover effect is mainly based on the technological output of the high-tech industry in Shanghai that increases the R&D investment in science and technology and enhances the capacity for independent innovation.3.The structural optimization effect of high-tech industries in Shanghai is mainly reflected in the improvement of the rationalization level of the industrial structure.Specifically,the performance is:maintaining a reasonable proportion of the secondary industry in Shanghai's economic structure,so as to achieve the effect of promoting Shanghai's economic overall and healthy development.The main innovation of this article lies in:First,the three major economic growth effects of the high-tech industry have been further expanded through reviewing and summarizing reading literature,conducted a more detailed and specific discussion,distinguished and clarified the three major economic growth effects of high-tech industry in different stages of regional economic development.Secondly,the article selects relevant indicators for the high-tech industry and regional.economy in the period from 1995 to 2016,using empirical analysis methods to study and measure the size of the three major economic growth effects of the high-tech industryin Shanghai at the current stage.Thirdly,based on the research ideas of the Feder model,to further refine the measurement of the technological spillover effect of high-tech industries in Shanghai to the industrial sector,this clear:in the current stage,the main implementation mechanism of its technology spillover effect.Fourth,based on the time lag of technology transmission,this paper constructed a distributed lag model to measure the impact of the development of high-tech industries in Shanghai's industrial structure.The shortcomings of this article are:research and discussion on the role of industry sectors that are more detailed within the high-tech industry in promoting regional economic growth are somewhat deficient,in the future research,more attention is paid to the impact of the adjustment of the internal structure of high-tech industries on regional economic growth also have strong practical significance.
