| Since ancient times, making a good living and being contented is the most basic needs for human beings, as refers to "live in peace "the housing have become the primary necessities for the residents to live. With the development level of China’s social economy continuously improve, and the Great changes in urban and rural structure, makes the demand for housing has also increased sharply. In 2012, the eighteen National Congress of the CPC decided that China should take the road of new urbanization. In 2014, the report on the work of the government during NPC and CPPCC also elaborated that the core idea of urbanization is the people. So far, the development of urbanization in China has entered a new stage to improve the quality of development, and a large number of populations into the city, causing the problem of housing difficulties of low-income residents has become increasingly prominent. "The 12th Five-Year-Plan" made it clear that we should establish and improve the housing security system, and efforts to resolve the housing difficulties of people. Thus, Housing security problem has always been the problems of people’s livelihood which the party and national pay attention to. At present our housing security system is not mature enough, but the rental housing as an affordable housing, has an important practical significance to consummate the housing supply and security system.This article is based on the consulted a large number of interrelated documents and the research on the situation of implementation of the public rental housing. Under the background of national new urbanization, taking Jinan city as an example, this paper summarize the problem and experience in the practice of the public rental housing, then propose the suggestion to optimize public rental housing system. The general structure is as follows:Chapter One is the introduction, mainly introduces the research background, significance, present situation at home and abroad, and the research content and method. The second chapter introduces the related concept of new urbanization and public rental housing system, which can have a general understanding of the connotation and development process. Chapter three takes Jinan as an example, explores the current situation and the existing problems of Jinan’s public rental housing system by analyzing the relevant data and practical investigation. The fourth chapter introduces the foreign relevant experience of housing security system, which can provide useful enlightenment for us. As for the last chapter, based on the above analysis, I propose the suggestion to optimize public rental housing system. |
