Study On Urban Expansion According To New Construction Land Prospective

With the advancement of urbanization and the accelerated development of social economy,the scale of urban constructive land in China is increasing rapidly,such expansion is becoming more and more prominent,the contradiction between the scarcity of land resources and the needs of the population has gradually become the constraint on economic development.Guiding the expansion of constructive land reasonably and controlling the scale of cities is becoming China's key problem which need to be solved urgently,it is also the pressing demand of land management system reform.From the perspective of land use plan and implementation evaluation,to better control the expansion of constructive land,allocating land resources rationally,promoting resource intensively,optimizing space layout,is an effective measure for the government to implement differentiated land management.This research using land use data and land planning data,combining the expansion of constructive land and overall planning,according to the constraint of land use planning prospective index,considering the factors of economic development and population expansion,quantizing various indicators which includes the speed and scale of urban constructive land expansion,as well as the planning compliance,human land coordination,establishing the evaluation index system of urban constructive land expansion,to provide theoretical basis for monitoring and evaluation of constructive land expansion.At the same time,this article selects 30 representative capital cities in China,from three research scale "single city-four geographical areas-urban scale type",to make a comparative study on the expansion of constructive land in provincial capital cities.On the basis of individual analysis of 30 provincial cities,divided them into four geographical regions:East,Middle,West and Northeast,as well as four city size type:Ultra-large?Super-large?large(Type ?and type ?),analyzing the spatial difference of constructive land expansion result from regional differences and its causes.Based on the research on the difference of the spatial and temporal characteristics of land use expansion in 30 provincial capitals in China,this study considers at present,China still have problems of newly occupied farmland?breakthrough planning indicators?disharmony between population and land,on the expansion of constructive land.Therefore,this study puts forward the corresponding policy recommendations to guide the rational expansion of constructive land.These recommendations includes he status of land use planning?developing differentiated regulatory policies?improving the level of intensive land use?implementing the most stringent protection system,and promoting the coordinated development of human and land.
