Research On Risk Prevention And Control Mechanism Of Customs Supervision Area

Customs is the state set up on the import and export of transport vehicles,goods,goods,personnel management institutions.Customs Supervision Area is a closed area established by the Customs.Inbound and outbound transport vehicles,goods,articles,personnel can not leave the place before the customs clearance.It can be seen that the management of customs supervision area,especially the management of enterprises operating in customs supervision area,is an important part of the overall management of customs.In recent years,with the development of China's export-oriented economy,foreign trade volume,personnel exchanges continue to increase.But the customs staff has not been a corresponding increase.Especially in recent years,apply for customs officers less and less,the increase in the workload and the reduction of personnel has become a very prominent contradiction.2015 Tianjin 8.12 bombings shocked the country,the General Administration of Customs summary after the request to vigorously strengthen the management of customs supervision area.So,in the existing human resources under the conditions of how to strengthen the management of customs supervision area is an urgent problem to be solved.Customs is the first attempt to system information of one of the state organs.H883 system is the first customs clearance system,and later H2000 and H2010 customs clearance system upgrade.In addition,the Customs in recent years has also developed a lot of auxiliary management systems,such as CSA information management,manifest management,transport management systems and so on.In the customs database accumulated a lot of data.But how to effectively use these data is one of the focus of the recent customs research.This paper attempts to introduce the risk management concept from the customs database to extract the relevant information of the customs supervision area,set up the risk indicators to assess the enterprises in the supervision of the place,and according to the level of the classification of enterprises will be divided into different types of risk categories,different types of enterprises to give different The way of supervision.High-risk enterprises are not given customs clearance conviences,and put in a variety of ways to strengthen their supervision;for low-risk enterprises will be given the appropriate customs clearance conviences,reduce their human input,and even try to supervise themselves.Attempts to change the current distribution of regulatory power for each supervisory area are not effectively responsible for preventing risks and generating human resources.Through the analysis of risk indicators,this paper establishes the risk prevention and control mechanism of customs supervision area and applies it to 20 supervision places in Jinling Customs.Through the analysis of the application of the risk model in 20 supervisory sites in Jinling Customs area,the actual effect of the model is evaluated and the improvement can be found.After seeking further improvement,it will be promoted in the customs area.
