Research On Problems And Countermeasures Of Government Procurement In China

Government procurement is not only important part of national public finance management but also a necessary means to regulate and control macro-economy.The reformation and pilot of government procurement started in 1988.The Government Procurement Law of People's Republic of China entered into force in 2003 and Regulation on the Implementation of the Government Procurement Law of the People's Republic of China took into effective in 2015.With enforcement of these law and regulation,government procurement related system had entered institutionalization management phase and continued to improve.Within national fiscal expenditure system,government procurement plays a significant role with multiple functions,such as heavily reducing operation cost of administrative agency,saving various government fiscal expenditure,effectively reaching the development goal set by government,comprehensively regulating the direction of macro-economy,increasing the transparency of administrative management and suppressing officials corruption in multi domains.Moreover,government procurement significantly promoted the healthy development of our market economy and enriched administration's experience on fiscal expenditure management.However,there are still some detailed shortcomings and immature assorted mechanism because of China shorter history of government procurement than the developed countries.With keeping growth of the scale of government procurement and service efficiency of finance fund,China government procurement had great accomplishment on right direction and contributed a lot to economy and social development.However,some mistakes occurred when government procurement was implemented.Even worse,some mistakes had negatively impacted the progress of public finance and the government procurement program itself which was misrepresented to public.These problems also continually caused credibility lost of government and make it difficult to face new trend and challenge.This article completely summarized the legacy and problem of China government procurement by means of basic directive theory and years practicalworking experience on government procurement.As a case study of City Z government procurement,this article analyzed the problems and root causes of procurement on multiple layers which leads to several advices regarding government procurement program and system construction.With adapting of these advices,it is expected that government procurement of this city can be in a direction of scientific management,standardization,operationalization and institutionalization to achieve great China dream and powerful contribution to socialism economy development.
