Nanchang Government Electronic Procurement Management Optimization Research

With the development of information technology and the wide use of the Internet,there is a new trend of e-procurement.At present,the Nanchang municipal government is also constantly improve the government procurement system,and actively promote e lectronic procurement.This paper attempts to base on the current situation of the Nanch ang municipal government e-procurement,and puts forward the optimization counterm easures.This paper first introduces the background of the topic,the significance of the topic,the domestic and foreign research literature,the research ideas and methods.Then it explains the concept and theory of government procurement,including the function,function,system and so on.Secondly,it introduces the general situation of China's g overnment procurement and the development of Nanchang municipal government e-pro curement.This paper expounds the development background,basic principles and main methods of the government procurement in China,as well as the history of the development of government procurement in Nanchang and the outline of the development of government procurement.Then,this paper introduces and analyzes the main problems in the construction and management of Nanchang government e-procurement platform,from three aspects,including the platform construction,the implementation of the business and the access channels of suppliers.Put forward the optimization suggestions followed four aspects related to the specific problems,which is proposed to take the necessary measures in perfecting the platform construction,elect ronic government procurement process,pay attention to the implementation of business,expand the supplier market access channels etc..According to the domestic laws and regulations and theoretical guidance,in order to solve the practical problems of the construction and management of the electronic procurement platform of Nanchang municipal government,the paper puts forward some suggestions and countermeasures.The last part is conclusion and prospect.Government e-procurement is the only way for the deve lopment of government procurement system.It is a long and arduous task to carry out the government electronic procurement.
