The government procurement, a necessary method towards the establishment of public fiscalsystem, performs as a major tool for China’s governmental macro-control. Though it dates back toover200years ago in the world, the institution of government procurement of China, is only at itsbeginning.Government procurement started from the period of free market economy, but the full sense ofthe government procurement is the The result of the development of modern market economy.,and ithas a close contact with the government intervention policy.Under the modern market economycondition,it plays the key role for strongthening finance expenditure administration,increasing theefficiency of using the fiancial capital as well as good preventing the government corruption.Based on China’s practice of government procurement, in retrospect of its history anddevelopment, and with reference from the western countries, this article aims to apply scientificmethods, standards and procedures in order to provide the most objective conclusion aboutgovernment behaviors in aspect of government performance management, and then make possiblesuggestions to increase the performance of the management of government procurement according tothat conclusion.Suggestions are made that further improvements about laws and regulations ofChina’s government procurement be taken place, that the levels of the purchase system, theinformation management and the organization management be also enhanced, that the auditing ofgovernment procurement efficiency be introduced so as to complete China’s regulatory mechanism ofgovernment procurement, and that professional human resources be trained. With those methodsimplemented, China’s government procurement should look for an enhancement in fairness as wellas in efficiency.
