Study On The Construction Of Grass-roots Agro-technical Extension System Of Sanming City

Under the planned economy system,the agricultural public welfare extension system of China has played a greater role in promoting the grass-roots agro-technical service.However,along with the establishment and development of market economy system,this extension system has become less able to meet the needs of modern agricultural construction,and has also exposed some certain problems which have an impact on the performance of the grass-roots public welfare extension as well as restricting the extension and transformation of agricultural technology.This paper takes the construction of grass-roots public welfare agro-technical system of Sanming City as the object of study,and from the perspective of grass-roots extension agents,it analyzes and discusses the problems existing in the construction of grass-roots public welfare agro-technical extension system as well as the causes.Based on the analysis and references of the experience in building agro-technical extension system at home and abroad,this paper proposes countermeasures for improving the construction of the basic public welfare agro-technical extension system.Firstly,this paper analyzes the history of China's grass-roots public welfare agro-technical extension.Secondly,it carries out an in-depth understanding on the following contents by using the method of questionnaire survey,such as the basic situation of the grass-roots extension agents,the cognition of extension agents on the agro-technical extension,the willingness of extension agents for being engaged in agro-technical extension as well as the situation of the units of the grass-roots agro-technical extension.And then it conducts a descriptive statistical analysis of data obtained from the field survey.The study finds that the grass-roots public welfare agro-technical extension system has a lot of problems,for example,the supply of demand of agro-technical extension is separated,the ways of extension are old-fashioned,the distribution of extension agents is not conform to the demand,there is a lack of funding,and so on,and it carries out a discussion with regard to the causes.This paper also carries out analytic study on the successful experience of developed countries in the world in building agro-technical extension system,gaining important insights from it.Finally,this paper proposes some policy proposals for improving the construction of grass-roots public welfare agro-technical extension system of Shanming City,such as building a new public welfare agro-technical extension system,constructing a bottom up public welfare extension system,improving the operation mechanism of public welfare agro-technical extension system as well as enhancing the safeguard measures of public welfare agro-technical extension system,and so on.
