The economic value and social value of information resources have been paid more and more attention under the background of the rapid development of human society now,and have became an absolutely necessary core resource of economic and social development.At the same time,science and technology is the fundamental motive power of the productivity development,and the development of science and technology can't do without the support of information technology resources.As one of the important scientific and technological information resources,scientific reports have important information value to the development of scientific and technological undertakings.Making full use of scientific reports and playing the value of scientific reports becomes the inevitable requirement and the only way to promote the development of science and technology.With the further recognition degree of scientific and technological undertakings,our country has made some progress in the theory and practice of scientific reports,but there is still a big gap between the level of the developed countries.Scientific reports system construction work needs to be carried out,and the relevant theoretical research also needs to be further deepened.In the aspect of research theory,this paper bases on a large number of domestic and foreign existing research literature,summarizes and analyzes the research results and conclusions about scientific reports,discusses the research background,research significance,and analyzes the research development and the current situation about scientific reports of domestic and foreign.On the basis of the existing related theories,this paper defines the basic concepts of scientific reports,and the system of scientific reports,then discusses the characteristics,types and value of the scientific reports.Then,according to analysis of the current working conditions,this paper discusses the necessity of the construction of scientific reports system work,the construction of scientific reports system is an important means to give full play to the effect of scientific reports and create benefits,and become the strong demand of the vigorous development of social and economic construction.At the same time,the country's guiding ideology on deepen scientific mechanism reform provides a good policy environment for the construction of scientific reports system.The idea of this research are as follows:first,the paper analyzes the research background and significance of scientific reports,according to the objective demand of our current working conditions of scientific reports,leads to the theme-the construction of scientific reports system research.Secondly,the paper defines the related concept of the paper,summarizes the previous view of the concept of scientific reports,according to deficiency,puts forward the author's own definition.And discusses the concept of scientific reports system,puts forward the establishment of China's scientific reports system,then discusses the significance and principles of system construction.Thirdly,the paper puts forward own ideas about China's scientific reports system,and the content of China's scientific reports system.Fourth,on the basis of discussing the structure of China's scientific reports,this paper further studies how to carry out the construction work.Discussing a series of guarantee mechanism of system construction.In the end,summarizes this paper and puts forward prospects.In this paper,Chinese scientific reports system is divided into three levels:micro-level view,medium-level view and macro-level view,puts forward that we should establish scientific reports system which is multinity and divided layer by layer.And puts forward some suggestions on the construction of guarantee mechanism of scientific reports system.
