| Over the years,the problem of irregular teachers has been widely concerned by the society.It is beneficial to improve the enthusiasm and initiative of irregular teachers by studying the employment policy of irregular teachers and perfecting the existing policy.However,most of the existing researches focus on rural and poverty-stricken areas,less on urban substitute teachers,and less on the implementation of the employment management policy reform.This paper takes the "dual track system" irregular teacher employment policy implemented in G District of Z City as the research object,through text analysis,questionnaire survey,interviews and other ways,to understand the situation Based on the theory of new institutionalism,this paper analyzes the problems existing in the employment policy of non staff teachers,and puts forward some improvement strategies.This paper is divided into five partsThe first part is the introduction,which introduces the purpose and significance of the research,research object,related research status,research methods and basic research ideas;The second part introduces the new institutionalism theory and expounds the relevance of the new institutionalism theory and the research on the implementation of the employment policy of irregular teachers;In the third part,through the methods of text analysis,questionnaire survey and interview,the author studies the implementation of the "dual track" irregular staff teacher employment policy in G District of Z City,and analyzes its achievements and existing problems;The fourth part,based on the three basic elements of the new institutionalism theory,namely the regular factor,the normative factor and the cultural cognitive factor,analyzes the causes of the problems;The fifth part puts forward the improvement strategies for the reasons. |
