Since the introduction of community education in China in the late 1980 s,great achievements have been achieved.Under the era calling of learning and lifelong society,community education is of vital significance to safeguard residents the education right,improve quality,achieve the education fair,construct lifelong education system and build learning society,and the optimal role in the community education especially depends on the efficient and orderly development of community education governance.Study stems from the misplacement of the current community education development model's supply products and the learning demand of the community residents,the plight of the low operating efficiency of the community education governance mechanism,as well as the top-down policy mobilization and bottom-up calling of the masses,and focuses on mechanism factor in community education governance,responds to the "modernization of China's system and capacity for governance" and “building an efficient institutional mechanism for collaborative governance of community education",sorting out relevant research materials on community education governance at home and abroad,will guided by the theory of lifelong education,polycentric governance and new public service,and use the literature analysis,questionnaire research method,interview method,etc.,implements research around the optimization and smooth community education governance mechanism.The research consists of five chapters: The first chapter is the introduction,including research origin,research significance,research status at home and abroad,definition of core concepts and theoretical basis of research;The second chapter is the design part of the research on China's urban community education governance mechanism in the new era,including research objectives,research ideas,research methods,research design and reliability validity test,mechanism element framework and research hypothesis;The third chapter is the descriptive statistics and analysis of the scale survey,including the community educational governance profile of Xuanwu District and X Street,sample structure description analysis,correlation analysis and regression analysis;The fourth chapter is the practical dilemma.Through quantitative and qualitative analysis of the scale,it explores the problems of community education governance mechanism in the aspects of goal orientation,pluralistic co-governance,resource guarantee,benefit distribution,monitoring and evaluation;The fifth chapter is to explore the path of optimization.By constructing a logic diagram of the operation mechanism of community education mechanism,it puts forward policy suggestions for improving the urban community education governance mechanism in China in the new era.The study draws on the community education governance mechanism indicator system of two scholars,Nailin Chen and Zongjin Liu,and consults the professional opinions of experts and scholars.This paper puts forward the variables that affecting the community education governance mechanism,including the five basic dimensions of philosophy and goals,multiple governance,resource support,benefit distribution,monitoring and evaluation.Based on individual characteristics and internal dimensions,this paper put forward research hypotheses,scheme questionnaire projects and interview outlines,conduct structured and semi-structured surveys on community managers and residents,then statistical analysis with SPSS25.0,excel,CAD data to explore the practical dilemmas that hinder the smooth operation of community education governance mechanism of X Street in Nanjing.Based on this,an optimization path is proposed.The community education governance mechanism constructed from the perspective of the multi-collaborative governance theory will be more scientific,efficient and orderly,which will meet the internal and external goals and essential laws of community education governance.The study found that the following dilemmas still exist in the of urban community education governance mechanism in our country.Firstly,the goal-oriented governance goal awareness is weak and the guidance is vague;secondly,the multi-governance mechanism has weak governance responsibilities and weak participation and weak participation,specifically the offside and absence of government administrative actions,insufficient social participation,and weak follow-up.The third is the shortage of governance resources under the resource guarantee mechanism and the imbalance between supply and demand.Specifically,the policy implementation is shallow,the funding channels are narrow and single,the construction of teacher management teams is blocked,the pace of course resource construction is slow,the quality of supply and demand of facilities is not high,and the integration rate of network information resources is low.The uneven distribution of subject interests and delayed incentives.Fifth,the evaluation mechanism under the monitoring and evaluation mechanism is not yet complete andthe standards are out of standard.Therefore,follow the scientific governance concept,and Establish goal-oriented mechanism;Clarify the division of rights and responsibilities of the subject,and build a multiple co-governance mechanism;Consolidating internal and external environmental support and strengthening resource guarantee mechanisms;Abide by the principle of win-win justice and transparency,and improve the benefit distribution mechanism;Clear scientific principles and standards and improve monitoring and evaluation mechanism.With the efficient operation of the five major sub-mechanisms,the community education governance mechanism of urban in China in the new era will become more reference for decision-making and more in line with the actual needs of community development.
