As social development and modernization enter a new era,social governance needs to be strengthened.It is very important to promote the transformation of community governance model at the grass-roots level.As an important content and main carrier of community governance,community education is of great significance to promote community autonomy.However,at present,China’s community education is not perfect,cannot timely adapt to the social changes and individual needs of the new era.It also cannot give full play to the governance function.The function of community education needs to be improved.This paper then examines the improvement of community education functions from the perspective of community governance,using various methods such as historical research,comparative research,and case studies.A theoretical study was conducted through a historical investigation of community education and its functions in China and a reconceptualization of its functions in the social context of the new era.Based on the combing and analysis of relevant policies and literature,the study finds that the governance function of existing community education is inadequate,mainly due to the limitations of its functional positioning,the inadequacy of the legal system and management system guaranteeing community education,the lack of community education services and the absence of community common spirit.The social development of the new era is characterized by a modern risk society,a new stage of lifelong learning and an individualized society,which requires community education to play its proper governance function to meet the challenges of social governance.Therefore,community education should focus on improving residents’ governance literacy and cultivating their awareness and ability to participate in order to build a solid foundation for community governance.It should integrate educational resources inside and outside the community to meet the real needs of residents and coordinate the participation of multiple subjects in the process,and should also focus on cultivating community organizations to stimulate the vitality of community governance.Through the study of the practical case of community education contributing to community governance,it is found that the bottom-up,self-initiated and inside-out mutual aid community education model formed in this case based on community organizations can effectively stimulate residents’ enthusiasm and initiative to participate in community affairs,but there are also problems in its practice and replication evolution,such as insufficient government assistance,lack of community education concepts,and difficulties in transforming external promotion into internal motivation,etc.These experiences have implications for proposing optimized strategies to improve the governance function of community education.Based on the results of the theoretical study and the case study,an optimal strategy for making community education effective in its governance function is proposed.Firstly,the transformation of the function of community education should be accelerated to cultivate citizens with a modern community spirit through the provision of basic civic education courses,the development of educational activities around community issues,and the identification of community opinion leaders through community education.Secondly,institutional safeguards should be improved by speeding up legislation at the national level,improving the funding mechanism and talent building system,and establishing a residents’ convention to regulate the development of community education.Thirdly,community organisations should be fostered to enhance interaction among residents and to build a platform for multifaceted collaboration between the government,the market and residents,thus creating conditions for the realisation of a community governance community.
