Research On The Embedded Path Of Social Work In The Transformation Of Unit Community Governance

In the 14th five-year plan of 2020,the Central Committee of the Communist Party of China(CPC)once again put forward the concept of community of social governance,pointing out that the focus of social governance should be shifted down to the grass-roots level,power should be delegated to the grass-roots level,and the construction of urban and rural community governance and service system should be strengthened.Strengthen urban and rural community governance and service system construction.In the past ten years,the promotion of the government and the recognition of the society have made the social work specialty develop rapidly,and the influence of the social work specialty has gradually expanded,becoming an important participant in the field of social governance.However,in the process of community governance,how to enter the community,how to form a good cooperative relationship with the multiple subjects of the community,and how to provide services that meet the needs of the community still need to be further discussed in practice and academia.Taking the corporate social function divestiture and the restructuring and transformation of the unit system community as the background,H the community as the unit community based on the H farm,in the situation of enterprise reform and community governance transformation,it is faced with the lack of community governance main body ability,community residents do not want to change from "unit people" to"community people" and other governance dilemmas.Therefore,H farms gradually introduce social work into H communities,hoping that social work can play a professional value in promoting community reform,meeting the needs of community residents,promoting public participation and innovating the way of public service supply at the grass-roots level.The author uses case study to carry on the field research to the H community,through the participation observation and the depth interview and so on method,obtains the social work to participate in the community governance primary material,Then based on the systematic analysis of field observation and in-depth interview data,this paper discusses the practical path of social work participation H community governance.This paper finds that social work actively cooperates and integrates with other administrators in the community in practice,and actively seeks the space for professional development in the process of embedding by means of relationship embedding,highlight the professional function of social work,promote community development and community governance capacity formation.However,the embedding practice of social work in h community has not been plain sailing,in the process of embedding,it is confronted with the dilemma that the profession is trapped in the authority of Enterprise,the capacity of Social Work Organization is absent,the social worker's identity is confused,and the residents in the community are dependent on the enterprise and refuse to become the main body of governance.To promote the deeper embedding of social work,we need to start with the four sides of government,enterprise,community and social work,and establish the work system and supervision system to protect professional social work,to provide the path to improve the professional capacity of social work,to promote the formation of community governance in the context of social work to maintain its independence and professionalism.
