The integration of urban and rural education is the requirement of education development under the background of the integration of urban and rural development.The key to the integration of urban and rural education lies in the balanced allocation of teachers’ resources in urban and rural areas.As the first resource of education development,the rational allocation of teacher resources is the key to narrow the gap between urban and rural areas,improve the quality of education and achieve educational equity.On July,2016,the State Council issued "Several Opinions on Promoting the Reform and Development of Compulsory Education in County Areas as a Whole"which proposed that we should coordinate the allocation of teachers in urban and rural areas so as to make the allocation of teachers in urban and rural areas basically balanced,the treatment of rural teachers steadily improved,the attractiveness of Posts greatly enhanced,and the quality of rural education significantly improved.It can be seen that the state also pays great attention to the development of compulsory education in the county at the policy level.Due to the long-standing dual development of urban and rural areas in China,there is a big gap between urban and rural education,and there are also differences in the level of urban and rural teachers.On the one hand,under the implementation of the national "special job plan" and the local free normal students’policy,the quantity and quality of rural teachers in China have improved to a certain extent.On the other hand,the implementation effect of relevant policies is not good,and the professional development and living standards of rural teachers need further attention.At present.the nain problem of the allocation of rural and urban teachers in the county is that rural teachers unwilling to go,unwilling to stay and not able to teach well.This paper takes D County of Ningxia as an example,aiming at the specific situation of the allocation of rural and urban compulsory education teachers in the county,combining with questionnaires,interviews and other research methods,draws the present situation of the allocation of rural and urban compulsory education teachers in the county,uses the theoretical framework of non-welfare doctrine,and combined with the national policy on the allocation of teachers in urban and rural areas,explores the causes of the problems in the allocation of teachers.In From the perspective of utilitarianism,this paper puts forward some measures to promote the rational allocation of teachers in compulsory education in urban and rural areas.This paper summarizes the theoretical framework of non-welfare doctrine into five aspects:welfare composition,the ownership of the right to choose in the process of welfare realization,the institutional guarantee of the realization of the right to choose,the abundant demand for alternatives and the cultivation of the ability to choose by education.From these five aspects,combined with the relevant policies of-teacher resource allocation,this paper analyses the allocation of teacher resources from the perspective of teachers’ own welfare level.Firstly,use methods of interview and questionnaire survey、under the actual situation,the paper analyses the present situation of teacher resources allocation in urban and rural areas of the county,and analyzed the differences between urban and rural teachers in terms of the number of urban and rural teachers,teachers’ structure,teachers’ career choice,teachers’ future life and teachers’ professional development.Secondly,through these differences,combined with the theoretical framework of non-welfare doctrine,the reasons for these differences are as follows:first,the overall level of Welfare Collection of rural teachers is lower than that of county teachers;secondly,the reduction of rural teachers’ career choice,future life choice and professional development choice;thirdly,the institutional guarantee of the realization of rural teachers’ relevant choice right is not in place;fourthly,the consumption of rural teachers.The collection does not provide enough optional elements.Fifthly,the training of rural teachers’ selective ability in education is not in place.Finally,in view of the current allocation of teachers in compulsory education in urban and rural areas of the county,we should improve the welfare level of rural teachers from the aspects of improving the comprehensive treatment of teachers and optimizing the supporting facilities of rural schools,improve the local free normal students policy,further implement the system of teacher exchange between urban and rural areas,optimize the implementation of the "national training plan" and establish a training system suitable for rural teachers’ professional development.Teachers’ right to choose;to ensure the realization of teachers,right to choose from the aspects of enriching the spiritual life style of rural teachers and optimizing the policy design of the allocation link of-post-service teachers;to improve teachers’ ability to choose from the aspects of helping rural teachers’ career development and supporting the post-service development of special post-service teachers.It is hoped that these suggestions and measures can enhance the welfare level of rural school teachers and further promote the balanced allocation of rural and Urban Teacher Resources in the county.
