The youth are the hope of the motherland and the future of the nation.In the new era of building a strong sports country,in order to improve the level of physical health of young people,the reform and development of school sports needs to realize the integration of school,family and social sports,so that the whole society can pay close attention to youth sports.In this paper,through literature,content analysis,comparative research and logical analysis,with system theory,the gradualism model,organization theory and organization mode as the theoretical basis for constructing framework system,with characteristics of the historical development of China and the United States,target,policy content analysis,the working mechanism,the supervision of the evaluation system and six aspects of sports culture environment construction as the research object for comparative analysis.(1)The historical development process of both countries is rather tortuous.China has experienced the embryonic stage and the initial stage,and is now in the exploratory stage of development;The United States has experienced the stage of germination,development and now is in the mature stage.(2)Both countries focus on lifelong sports and have similar development directions.Our country pays attention to realize the health first,builds the entire society to pay close attention to the youth sports atmosphere;The United States focuses on building healthy bodies for students,creating an active lifestyle,and helping more children succeed.(3)The policy themes,policy tools,entity values and symbolic values of the policy contents of the two countries are diversified.China's relevant policy making body is the national departments at all levels,the policy is usually in the macro level of the top-level design of school sports deployment planning;In addition to governments at all levels,relevant national departments and social organizations,the subjects of relevant policies in the United States embody specific characteristics.(4)The working mechanisms of both countries involve multi-level and multi-level organizations to manage and operate,and parents participate in related work as members of the organizations.Under the centralized and unified leadership of the party central committee at the national level,China's participation is relatively single.Under the decentralization management system,the United States involves high,middle and low levels of institutions and organizations,with a wide range of participants.(5)The evaluation supervision system in both countries involves the participation of parents in the evaluation and supervision.The parent evaluationindex in our country mainly involves the parent participation evaluation and the parent is evaluated;The relevant evaluation body of the United States shows the operability characteristics,and evaluates and supervises the completion degree of the target that can be set according to the corresponding index,with diversity.(6)Both countries attach great importance to the construction of relevant sports and cultural environment,and keep changing gradually according to the national development situation,so as to adapt to the development of The Times.The sports culture construction of the two countries has the root difference,our country pays attention to the national policy encouragement and the public opinion propaganda;American sports culture is deeply rooted,and every family attaches great importance to children's sports education.China can learn from the experience of the United States,combined with the characteristics of China's development planning and implementation,increase the relevant policy content of the micro exploration,strengthen the operation mechanism,expand the scope of the main participants,improve the specific,standard,operable evaluation and supervision system,to promote the formation of youth sports unique cultural connotation and social value.
