In recent years,with the continuous development of economy and society,people's education level continues to improve,the demand for high-quality education resources is increasingly urgent,and the issue of educational equity has been paid unprecedented attention.At the same time,a new educational concept--the balanced development of compulsory education has become the focus of national attention.High-quality teachers are the source of education development.Therefore,promoting balanced development of teachers in primary schools between urban and rural areas has become an urgent task to promote education equity and realize balanced development of compulsory education.In this paper,the author takes X district of Qingdao city as an example.On the basis of previous studies and combined with his own actual work,data analysis method,questionnaire survey,in-depth interview and other research methods are adopted to investigate the balanced development status of teachers in primary schools in X district from the three dimensions of quantity,quality and structure of teachers.Collect the relevant data of the recent five years in X district,and analyze the equilibrium degree in five aspects: teacher-student ratio,teacher-class ratio,educational level(years of education),professional title level,proportion of backbone teachers and young and middle-aged teachers.This paper analyzes the problems existing in the balanced development of teachers in primary schools,the negative effects and causes of the imbalance.Finally,in view of the deficiencies in the balanced development of teachers in primary schools in X district of Qingdao,combined with the reality,the paper puts forward some Suggestions,such as adjusting the layout structure of primary schools in urban and rural areas.Improving the welfare of rural primary school teachers;Effective implementation of urban and rural primary school teacher exchanges;Deepening teacher education and training;To establish a reasonable professional title evaluation system and other practical countermeasures and Suggestions.
