Educational development cannot do without adequate educational input.Since the implementation of the "county-centered" education financial management system in 2001,local governments have long assumed the main responsibility of ensuring the development of local compulsory education.However,the idea of "spending by income" in compulsory education has long been contradictory with the increasing development demand of compulsory education,resulting in the prominent passivity of compulsory education investment.The investment of compulsory education funds has been linked with the government revenue for a long time to produce the "Matthew effect" of input of funds,which aggravates the imbalance of regional development of compulsory education.The allocation of compulsory education resources neglects the result of "driven by students' needs".Therefore,based on the current compulsory education financial input system,considering the inclusion of "student-driven" and education-oriented input policies,on the one hand to ensure the sufficient input of compulsory education funds,on the other hand to ensure the balanced development of regional compulsory education.Based on the analysis framework of cost function,all kinds of data of compulsory education schools in S county were packaged into the basic model of stochastic frontier to conduct correlation index matching,and four investment indexes were established,namely,the value of fixed assets per student,education expenditure per student budget,average salary of teaching staff and number of students in school.The output indicators are to establish the average scores of Chinese and mathematics in the year-end unified examination of schools and the passing rate,good rate and excellent rate of students' scores.After putting the index data into FRONTIER4.1 software fitting,it is found that the resource utilization efficiency is 0.54 under the standard condition of county and district excellence rate,0.78 under the standard condition of excellence rate,and the efficiency loss value reaches 0.24.Secondly based on the difference between the excellence rate of output standard cost estimates built S county compulsory education financial investment assessment formula of sufficiency,established the excellence rate,good rate,efficiency difference coefficient,embrace education cost,transition height five evaluation index,and according to the standard index number to determine the criteria,financial input to each school enough degrees of areas were evaluated,found that plenty of the highest degree of suburban schools,city times,rural is the worst.Finally,based on the efficiency frontier output standard,the difference cost calculation method quantifies the total amount of school funding gap with low sufficient level in each region and the gap allocation scheme.The results show that the cost per student is higher in rural areas than in urban areas and suburbs,but the resource allocation efficiency is low.The imbalance between input and output is caused by the disturbance of rural social environment.According to the quantitative allocation plan of sufficient input,the gap of "hard input" such as the education cost per student of compulsory education in rural areas is 4.57 million yuan,while the gap of "soft input" such as optimizing the allocation of resources and improving the efficiency of input and output in rural schools is 260 million yuan.According to the results of empirical analysis,if the focus of investment continues to be on raising the education cost per student,then after the gap is met,the imbalance between input and output caused by excessive input will occur,and the more input,the lower output will be deviated.Finally,it points out that the allocation efficiency of compulsory education resources should be improved by optimizing the layout of rural compulsory education and improving the scientificity of teaching management.To ensure adequate investment in compulsory education,we should broaden financing channels and establish a scientific and reasonable inter-governmental transfer payment system.Finally,a rigorous education quality monitoring and evaluation system and budget allocation method should be constructed to ensure the scientificity and rationality of education output orientation,providing a reference for the transformation of compulsory education funding policy from "pay-as-you-go" to "pay-as-needed".
