| The paper takes the central financial transfer payment as the starting point,sorts out the development process of the financial transfer payment system in China,and confirms the research variables:the two kinds of the central financial transfer payments carried out in 2009 which concludes which are the general transfer payments and the specific transfer payments.Based on the public serving feature of the education,the paper clarifies the relationship between the central financial transfer payment and the balance of the education development,and aims to analyze the influence of the central financial transfer payment on the balanced input of regional educationIn this study,qualitative and quantitative methods are both used to explore the changes and rules of central financial transfer payments and the regional education input.The paper analyzes the scale change of central financial transfer payment and the present situation of regional education input structure in China through the Pivot Table,SQL database and the Power BI from both horizontal and vertical perspectivesTaking the problem and target model as the design concepts,the paper firstly built an index system of the balanced regional education input of four principal components including the balanced educational expenditure per student,the balanced educational capital construction investment,the balanced non-financial education expenditure based on the data of 21 components indicating the level of educational investments.Then,the author discussed the correlation between two variables of central financial transfer payments and the balanced regional education input,and calculated the score of the level of the balanced education input of each region from the macro-perspective based on the educational data of 31 provinces from the year of 2009 to 2018Empirical results show that the central financial transfer payment has different input levels for primary,secondary and higher educations and has significantly different impacts of the level of the balanced education input on the eastern,central and western regions of China Therefore,in order to improve the level of the balanced regional education input,this paper puts forward some suggestions and measures to optimize the financial transfer payment policy. |
