Research On The Financial Adequacy Of Public High School Education

The proportion of educational appropriations in gross domestic product allocated by the State has reached 4% in 2012, which lay the foundation for educational finance adequacy. Educational finance adequacy means to provide every student with adequate education and adequate expenditure. But in China, there is no unified evaluation system of performance of study, which makes it difficult to determine adequate expenditure. So the educational finance adequacy study of China should take the national conditions into consideration. The study of educational finance adequacy offers a new idea to determine the educational expenditure, which can avoid some problem of previous way and take a full account of students and schools' need.So we use the relevant data of Nanjing high school to analyze present expenditure, determine the adequate expenditure and evaluate the adequacy of Nanjing high school finance. We found that, the result of Evidence-based approach is 33011.7 Yuan, and the result of Successful School approach is 35486.0 Yuan, which are close to each other. By detailed discussion, we take the average value of above two results as the adequate expenditure level that is 34248.9 Yuan. According to above study, we found that the financial adequacy of Nanjing high school has reached a high level, but huge difference exists between schools. So the government should add 240 million Yuan to fill the fiscal gap.Based on above analysis, this thesis puts forward some suggestions. Firstly,increase the transfer payments to promote balanced development of schools. Secondly,establish a dynamic educational quality evaluation system to enable school to get adequate expenditure. Thirdly, put the executive condition of expenditure into the governmental performance appraisal system. Fourthly, establish an adequate expenditure formula to avoid subjectivity.
