The development of the open training center for vocational education is the key to promoting the quality of vocational education.The Shanghai Municipal Education Commission has issued a number of policy documents to guide the development of open training centers for secondary vocational schools in Shanghai according to national documents and the actual situation in Shanghai.However,the introduction and formulation of policies related to the training center does not mean the effective implementation of the policy objectives,but is more dependent on the effective implementation of the policies.This paper takes policy implementation as a research perspective,and then understands the basic situation of policy implementation at the school level training center,analyzes the main problems in the implementation of the training center policy,and puts forward corresponding suggestions.This study mainly consists of five parts.The first part mainly expounds the background of the research,the significance and problems of the research,the definition of the concept,the literature review,the theoretical basis,and the research methods.The second part is the investigation and analysis of the status quo of the implementation of the policy center of the training center;the third part is based on the questionnaire and interviews.The results analyze the main problems existing in the implementation of the policy of the training center;the fourth part is to analyze the main reasons that affect the implementation of the policy based on the relevant theoretical basis;the fifth part is to put forward corresponding suggestions and countermeasures.Through the analysis of the above five parts,from the school level,there are still insufficient opening and service in the implementation of the policy of the training center,the level of resource sharing is not high enough,the sustainable development mechanism is not strong,and the training is practical.The results are not significant and so on.The lack of high individual executive power of policy implementers,inadequate policy implementation mechanisms,inadequate use of policy implementation resources,and high policy requirements are the main reasons that affect the implementation of policy centers.Therefore,it is necessary to improve the training system,improve the school incentive mechanism,improve the efficiency of resource utilization,strengthen the school's supervision and guarantee mechanism,and improve the follow-up protection policy,so as to promote the effective implementation of policy objectives.
