In 2019,the Ministry of Education promulgated the Reform and Implementation Plan for Deepening the Construction of Double-qualified Teachers in Vocational Education in the New Era,which aims to build a high-quality double-qualified teachers team with noble morality,exquisite skills,combination of specialty and part-time,and full of vitality through a series of training activities.The reform of teaching staff is an important driving force for the reform of vocational education and an important force to promote the modernization of national vocational education.Under the guidance of the government,after the multi-level implementation of the double-qualified teacher in-service training policy in secondary vocational schools,there has been a problem of implementation deviation,which reduces the original implementation effect of the policy.In order to achieve the policy objectives to the greatest extent and improve the theoretical and practical integration ability of double-qualified teachers in secondary vocational schools,it is necessary to analyze the specific process of policy implementation,think about how to better improve the professional ability of secondary vocational teachers,and put forward solutions.In this thesis,X City,double type teacher in-service training policy implementation as the research object,the policy implementers,policy targets were interviewed to collect survey data and data.Based on Sabatier and Mazmanian’s comprehensive theory of policy implementation,this paper analyzes the performance and causes of the distortion of policy implementation of in-service training for double-qualified teachers in secondary vocational schools by using the research methods of policy text analysis and interview,and then puts forward some solving strategies.The analysis of the survey data shows that the implementation of the in-service training policy of double-qualified teachers in secondary vocational schools has achieved positive results,such as the effective implementation of the teacher rotation training system,the basic establishment of the implementation system of organizational training management,and the gradual increase in the number of double-qualified teachers in secondary vocational schools.But at the same time,there are also some problems such as symbolic execution,selective execution and rigid execution,which reduce the effectiveness of policy implementation.Restricted by the restrictive factors such as the complexity of the policy itself,the large number of target groups involved and the large number of professional categories in Vocational colleges,the policy itself is not specific and clear,the relevant supporting policy standards are inaccurate,and the policy resources are insufficient.Under the influence of insufficient coordination and communication of executing agencies outside the policy,the social environment of academic fever and the imperfect supervision mechanism,the phenomenon of policy implementation distortion has arisen.Based on the comprehensive mode of policy implementation,this thesis analyzes the distortion of policy implementation of in-service training for double-qualified teachers in secondary vocational schools,and puts forward corresponding solutions.First,adopt targeted strategies according to the characteristics of policy issues.That is to build a coherent double-qualified network information platform for teacher training management;Develop targeted training needs research.Second,improve the accuracy of the policy itself.That is,to clarify the important concepts of double-qualified teachers and double-qualified teachers;Multi-subject participation in the construction of scientific double-qualified teacher identification criteria;Scientifically set up a hierarchical,targeted and operable incentive system.Third,coordinate factors other than policies.Coordination of cooperation among implementing agencies;Expanding the resource channels of policy implementation sites;Improve the supervision mechanism of policy implementation;Optimizing the external environment of policy implementation.
