How to improve the comprehensive quality and creative ability of the teacher in the primary and secondary school, is bound to follow the people's refection and practice for about one century .The result is: Shanghai's post-service training of the teacher in the primary and secondary school has been regarded as one of the most appropriate ways to achieve such an aim from the development of teacher profession.This paper tries to give a historical research to Shanghai's post-service training of the teacher in the primary and secondary school after Chinese open and reform in order to probe into the achievement of recent 20 years. Also, the attention of this paper is focused on the disparity between Shanghai and foreign advanced countries and its own deficiency, which can be a basis to seek something preferable to be the reference for the development of Shanghai's post-service training in the primary and secondary school.There are 5 parts in this paper. The first part briefly introduces the realistic significance and the research methods and defines Shanghai's post-service training of the teacher in the primary and secondary school as well as the related conception, which aims to present the special meaning to improve teacher's overall quality.The second part reviews and reflects the 20 years' condition of post-service training of the teacher in the primary and secondary school after Chinese open and reform and gives a concise introduction to its situation of every stage. After completing such tasks as the up-to-standard training of the teaching material and teaching methods to the teacher of the primary and secondary school stipulated by the state , and the training of degree, it has taken the lead in putting forward the problems of continuous education after teacher's entering college of the primary and secondary school and makes successful attempts.The third part and the forth part are the focal chapters of this paper. The third part illustrates the characteristic and originality of Shanghai's post-training service of the teacher in the primary and secondary school from nine aspects: the training abided by the law, the implementation of the continuous education reform, the leading role of the scientific research, the close combination of the post-service training with the reform, the self-training base of the primary and secondary school, the teaching inaccordance with the demands, the type and characteristic of teacher's post-service training, the construction of the teaching course and the teaching material along with the composition of its network. The forth part puts the stress on the weakness and defect of teacher's training in Shanghai from the point of contrast and points out its future development.The fifth part inquires into the implication of teacher's post-service training in the primary and secondary school in the light of teacher professionalism, which is an inevitable means and way to promote teacher's comprehensive quality, and an insurance to foster and create the talent with high quality as well. To pursue teacher's post-service training in the primary and secondary school with great effort, is one of the critical methods to promote the process of teacher professionalism effectively.
