General framework of the key competencies about Chinese students' development is targeted to the improvement of China's education reform,based on the experience of the research on International key competencies framework system,combining the difficult progress of Quality-oriented Education in our country.Cultural foundation ? self-development ? Social Involvement are all necessary.For high school students who are becoming more mature.In order to prepare for a better achieve social participation,the increasingly mature high school students,should active carry out self-development under the premise of lay a good cultural foundation.High school students gradually strengthen self-consciousness,they have the will to control their own learning and life,have a personalized learning need.With the advent of the “Internet +” era,there are more and more new technologies that can change education.These technologies can be used for online and offline self-study in urban high schools,providing opportunities for high school students to learn independently.Based on this,under the background of “Internet+”,under the guidance of realizing the core literacy goal of the most important autonomous development of urban high school students at the current stage,it breaks through the traditional education model,breaks the wall of the school and tries to reconstruct the space-time,which is Designed for urban high school students,a mixed online and offline education model.Based on the considerations of relevant research,education models,and mechanism innovations,the concept of an independent development education model for urban high schools comprehensively uses literature,questionnaires,interviews,and Delphi method to collect materials.And the completion of the construction of the educational model is based on theoretical discussions,practical care,and expert opinions.The core of the research is the design and construction of the educational model and the impediments to educational reality that may be encountered in the implementation of the model.First of all,The key competencies about Chinese students' development is a framework with Chinese characteristics and key competencies that is consistent with the reality of Chinese education and the characteristics of Chinese students' development under the international focus on “key competencies” and the experience and influence of a large number of studies.The cultivation of these three key competencies goals should combine the characteristics of students' physical and mental development,“School-level attention,Partial penetration,Overall promotion”,this is the most important thing is to develop independently for high school students.In the high school stage where the body and mind gradually mature,it is able to grasp the ability to learn to study and a healthy life.Then,an electronic questionnaire was used to investigate the core qualities of urban senior high school students' independent development.The study finds that urban senior high school students,despite having an excessively high percentage of uncertainties,and good at learning but are not willing to learn.They will think about themselves but are not good at summing up and improving,and habits and behaviors need to be strengthened to influence their own development.They need to be cultivated..However,its good information literacy and self-management capabilities make it possible to find self-orientation in the online and offline mixed-learning model,interest-based learning,time and space for self-reflection,self-adjustment,learning to learn,and self-paced which are the foundation for online self-learning.Furthermore,combining the good development of the Internet in the city,analyzing the new technology in the Horizon Report that will change education in the future and learning from the Experience Cases of Regional Cases and Individualized Special Cases of Information Education in China,through these favorable conditions,the feasibility of the construction of an independent education model for urban high schools is described.In addition,combined with literature research and expert opinions,the revised model of the educational model for urban high school students?self-development was determined several times,the characteristics,elements,operation process and evaluation system of the model are analyzed.Then in the interview and study of related subjects,the possible problems in the operation of the model were discovered and a solution strategy was proposed.Finally,the education model for independent development of urban high schools is only an ideal design,has defects and deficiencies possibly,but it is in line with the Internet+ era background and educational vision.This education model may be implemented in rural areas in the future,which not only can make all high school students develop their own homes,but they can also maximize the sharing of regional education resources and promote the realization of education equity.
