The policy of "post appointment" has been adopted in the management of the professional and technical personnel from all walks of life in China since 1986,one of which is the teachers’ position system for all the teaching staff.Combining Macro administrative intention with micro practical experience,with "promotion" as the core,and with the background of the current evaluation separation",this study focuses on the implementation of the education policy in the past years,researches the foreign teachers’ promotion,and puts forward some countermeasures and suggestions,with G school teachers in liyang of Jiangsu Province as the research objects."Promotions" in the teachers system refers to the promotion of professional positions,namely promotion of teachers ’ professional quality,capability to discharge the responsibilities of education research and pay-for-performance improvement.Here the "ladder" is different from that the teachers were given administrative duties or administrative posts in the series up.Formulation of the"promotion" policy intention is to mobilize and exert teachers’ enthusiasm and creativity,to inspire teachers to improve their professional level and ability to perform their duties.From 1986-2016 promotion policy has gone through 30 years,and what are the changes and improvements in the implementation of the policy?Whether the national macro administrative intention can combine with local micro reality experience to achieve its purpose,or its effect is to increase or cut?The author found the goal and direction of research.In the study the author combines the method of case analysis and empirical investigation to reveal the current situation of middle school teachers’ promotion in Jiangsu province and draws on the developed countries’ mature experience to puts forward some suggestions on improving the current promotion of teachers in ChinaBased on the middle school teachers’ promotion policy and the dilemma of the post promotion of teachers in our country,this study analyze the problems in teachers’ promotion,and outlines the typical systems,practices and characteristics of the foreign teachers’ promotion.This study summarizes secondary school teacher promotion policy through relevant specific regulations for the implementation of the resolution,reflecting teacher promotion policy implementation changes in the past 30(1986-2016)years,providing a historical basis of the background separation promotion.This research reveals the teacher promotion problems in China through questionnaire survey and interviews.The Survey takes the secondary school teachers in G school office of Liyang city as the object,from the dynamic analysis,quota,evaluation standard,fair promotion so as to reflect the actual situation of teachers’ promotion.The survey results show that the specific implementation and execution the current middle school teachers’ promotion policy,is a lot of teacher’s work does not match the actual,the incentive function and guiding function of teachers also failed to achieve better policy expectations,the promotion function is not stable in the actual management of teachers,and is gradually being cut.This study analyzes the teachers’ position The policy function promotion cuts,and from the practical needs,job structure,promotion of standards and evaluation of the main dimensions,and puts forward to perfect the teacher promotion suggestions.It is hoped that this study will contribute to teachers’promotion system later.
