Research On The Relationship Between Government And University Under The Background Of Separation Of Management,Running And Evaluation

Separation of management,running and evaluation of higher education are the main concern of the outline of the national medium-and-long term education reform and Development Plan(2010-2020)about the educational system in current stage.It is the key to promote the reform of our educational system at the present stage and can improve and optimize our current educational system.It is a necessity to reconstruct the relationship among government,school and society to make out the fundamental solution for common management among multiple-bodies.Currently,higher education system revolution has achieved sort of success and gradually focus on the complicated aspects of the revolution.The core concern about the relationship among government,high schools and society has to be solved on the first hand,otherwise,the high education system revolution shall not be deepened.At present,the present situation of government,university and evaluation institution in our country is as: in the management of colleges and universities,the government plays the general manager role;in the running of colleges and universities,the Government considers colleges and universities as its subordinate units for direct management;in the evaluation of colleges and universities,the administrative behavior characteristics of the operation mechanism are obvious.The main function of the government should be that "the steward" is not a "paddler",and there are still many problems that need to be improved in the process of realizing their respective functions in our government and colleges and universities.On the one hand,the performance of government functions offside,dislocation,absence and other outstanding problems.On the other hand,the performance of colleges and universities under the conditions of government constraints to show lack of vitality and autonomy.The causes of these problems mainly stem from the lack of clear relations and responsibilities of our government,universities and society for many years,and the linkage mechanism has not been properly played.This article intends to take the governance theory as the theoretical guidance tool,takes the separation of management,running and evaluation of higher education reform as the opportunity.By drawing lessons from the advanced idea of the governance theory,the government transformation shall be promoted;by drawing lessons from the advanced idea of the governance theory,it shall change the previous administration mode and the means and transit to the limited government,the service-oriented government,therefore,it shall reconstruct the new relationship between the two.
