With the continuous progress of the new century education reform,Chinese basic education is changing from the era of "knowledge standard" to the era of "key competency".The cultivation of students' key competency is not only the objective need to promote the lifelong development to students,but also the essential requirement of realizing social sustainable development.The key competency of subject refers to the essential character and key ability with subject special characteristics and the features of development.Mathematics,as a basic subject in compulsory education,plays an important role in cultivating students' rational thinking,scientific spirit,etc.The development of "key competency" in Maths has an important promoting effect on the improvement of students' key competency.This study constructs the system of mathematical key competency in elementary schools from three dimension including the knowledge and skills,ideas and methods,emotion and attitude.The system has seven indexes including computing ability,spatial imagination,data analysis,mathematical abstraction,mathematical reasoning,mathematical models and mathematical beliefs.The design of mathematical teaching in elementary schools oriented in mathematical key competency based on the system of mathematical key competency in elementary schools,taking the situation problems as the carrier,based on the two-based teaching,taking activity inquiry as means,taking emotional attitude as motivation,aims at making clear analysis,design and reflection systems,covering the teaching content at a higher level,optimizing the teaching process,organization teaching factors reasonably.Thus,it's an important process in promoting the level of the teaching design in elementary schools,improving the quality of classroom teaching and promoting students' mathematical key competency step by step.This study which is taken "the preliminary acquaintance of fraction" as an example,using the method of text analysis and investigation,aims to establish the framework of mathematical teaching design in elementary schools and the design of four major sections including target,content,process and evaluation,making the teaching design operable and promote the implementation of development of elementary school students' key competency in Maths.Research shows that the mathematics teaching design in elementary schools oriented in mathematical key competency plays an important positive significance in consolidating the double-base teaching,raising students' classroom participation,inspiring learning motivation,improving mathematical abstract and applied consciousness,and promoting the development of thinking quality.The reflection of teaching effect,we find that there are still many problems in the classroom including there are many forms of activity and students are easily tired,students have limited ability to operate,and the class time is tense,pursue the teaching form and ignore the knowledge essential teaching.So we suggest that the design of mathematical teaching in elementary schools oriented in mathematical key competency should respect the students' main position and organize teaching activities reasonably,strengthen the creation of situation,and communicate the students' mathematics with life,Consolidate basic knowledge and skills and promote students' thinking development,pay attention to the formation process of knowledge and enrich students' emotional experience.
