Research On The Construction Of Public Security Prevention And Control System In Urban CBD Business Circles

Central business district has been a symbol of urban prosperity,reflecting an image of one city.And It is a place with densepopulation,a great amount of wealth andconvenient transportation.However,the central business districtis full of uncertainties such as sudden large passenger flows and logistics in which the risk of crime is rather high.Nowadays,under the condition of insufficient police force,the public security situation is seriously.So how to ensure and keep the central business district save,that is tough and practical issue.This article will review an question that is how to ensure and keep the central business district save,based on the theory of holistic governancetheory under the guidance ofreports of the 19 th National Congress of the Communist Party of China about improving the system of social governance.we used the methods of documentary,case analysis and interview to carry out the Shanghai HuangpuDistrict(Hereinafter referred to as Huangpu District)CBD’s law-and-order situation.The core points of this article are summarized “the party committee leads,the government takes responsible,the department links,the mass participates,and the public security operates”.It innovates the basic path of social governance and builds a new pattern of “joint prevention and common governance.”The article is to put forward three new perspectives,while trying to solve a major problem.Three new perspectives: Firstly,we improve the level of management and control by establishing a “joint prevention and co-governance joint meeting” of the government of the business district to integrate the main resources of relevant departments.And establish a "subject-co-governance" to complete the transformation from fragmented management to holistic governance.Second,It is to use the system to tap the potential of social forces to participate in joint defense by establishing a “universal joint defense” system.Third,it is to tap the internal potential of public security to promote the linkage mechanism of various police types by establishing a "whole police linkage" system.A big problem: by meansofthree strategies including digging forces in society,integrate relevant department resources,and tapping internal potential of police,it effectively alleviates the long-term shortage of police resources.
