The cadre personnel file is an important basis for organizing inspections and understanding leading cadres,and has a guiding role in selecting and appointing personnel.After the special review of national cadre personnel files,the work of national cadre personnel files has entered a period of "post-special review".At this time,in the face of the urgent problems found in the special review,the focus of the cadre personnel file shifted from review to rectification.The difficulty of rectification of cadre personnel files is that on the one hand,the content of the file information needs to be comprehensively analyzed for the cadre's growth trajectory and policies in various periods for macro judgment,on the other hand,whether the department management is standardized and the staff is professional.Therefore,it is the purpose of this article to analyze and study the rectification of cadres and personnel files to push the cadres and personnel files to a new level and realize the true value of the files.This article comprehensively sorts out the literatures about the research on the rectification of personnel files of the Ministry of Management by domestic and foreign scholars,adopts the interview method and questionnaire survey method,through in-depth interviews with cadre personnel file staff and questionnaire surveys of Qingdao cadres During the post-special review period,the status quo of the rectification of cadre personnel files was investigated and analyzed,and the results achieved by Qingdao after the implementation of the special review were summarized.At the same time,combined with the survey results,systematically elaborated the main existing problems in Qingdao.Mainly manifested in the following: lack of unified discretion in standard procedures,lack of focus on the main business of the file management personnel,insufficient recognition of the value of the file,and uneven distribution of infrastructure resources.Through reflection on the work of cadres' personnel files,this paper believes that the reasons for the above problems are mainly due to the micro negligence under the macro attention,the difficulty of assessing the work performance of file management personnel,and the complicated history of the development of cadre files.It is proposed that optimization and rectification should be carried out from two dimensions: static and dynamic.Static optimization suggestions: perfect top-level regulations and systems,establish professional teams for file identification;dynamic optimization suggestions:strengthen file value education and rationally allocate basic resources.Through this research,the research scope of cadre personnel file work has been expanded.Based on the existing research on file review and management,the researchscope of file rectification has been expanded to a certain extent,and the cadre personnel file work chain has been extended.
