Research On The Falsification Of Cadres’ Personnel Files

The inspected cadres mainly refer to "morality,ability,diligence,performance,and integrity".Important supporting materials for these contents-personal basic information,work history,study and education background,party membership procedures,rewards and punishments,professional title evaluation and other important information are recorded.In each cadre’s personnel file,the cadre personnel file is an important reference for inspecting cadres.Since 2014,the Central Commission for Discipline Inspection has conducted two nationwide inspections to check the management of cadre personnel files,effectively curbing the problem of fraudulent personnel files.After intensive investigation after the 18 th National Congress of the Communist Party of China,the issue of fraudulent cadres and personnel files has been subdued,but the management is extensive and historical abuses still exist.Therefore,this paper takes the fraud of cadres and personnel files as the starting point,and selects typical cases to conduct in-depth research on the fraud of personal resumes and personal natural information.For the problems of fraud,fraudulent party materials and the reasons behind it,it is proposed to further improve the management of cadres and personnel files by raising ideological awareness,using information technology,strengthening the construction of professional talent teams,and improving laws and regulations.From a political perspective,conduct a centralized check of the management of cadres and personnel files and strengthen subsequent daily management,eliminate management loopholes and avoid fraud and other behaviors.Not only are they responsible to the cadres but also to the country to the people.National cadres are the main participants in social governance.It is necessary to select cadres with strong professional abilities and excellent political literacy before they can take on important tasks.Once unqualified cadres are mixed into the cadre team,they will not only be difficult to be important tasks,but will also greatly affect the government’s credibility.Therefore,cadre management must be rectified and built from the source An excellent team of cadres.From a practical point of view,after inspections in 2014 and 2015,many cadres and personnel file issues that have been ignored have been discovered.The personnel files are not trivial,but they have not been taken seriously for a long time,resulting in low cost of fraud and contributing to the bad atmosphere of fraud.Therefore,it is necessary to actively change management methods and management concepts to stop file fraud in a timely manner,to change the evil trend of “small cost and large profit” of file fraud in the past,to establish social integrity files to assess cadres,enhance cadres’ ideological awareness,and establish informatization In the management method,file fraud was written into the law,and the management of cadres and personnel files was put on the right track.
