In recent years,with the global warming,the melting of Arctic snow and ice has accelerated,the value of the Arctic region in geostrategic,economic,scientific research,environmental protection,waterways,resources,etc.has been continuously enhanced,and major countries in the world,especially the Arctic and near-Arctic countries,have increased their focus on the Arctic.At the same time,the change of Arctic environment has also triggered a series of resource development and sustainable development issues,and the global problems of the Arctic have been emerged.In this context,how to more effectively develop and utilize the Arctic has become an important concern of the international community.In 1996,the eight Arctic countries established the Arctic Council in Ottawa.The establishment of the council increased the institutionalization of governance in the Arctic region,promoted cooperation and political action among countries in the Arctic region,and effectively solved the Arctic problems common to its members.Under the change of internal and external environment,the Arctic Council has changed from the original intergovernmental high-level forum to the international organization with decision-making function through its own reform and improvement in recent years,and has gradually become the most important regional cooperation mechanism for the Arctic region.Based on the current subjects,mechanisms,fields and problems of Arctic governance,this paper analyzes the status quo and dilemma of Arctic governance.Then it introduces the establishment of the Arctic Council and its institutional composition,focusing on the institutional reforms and changes in the context of internal and external environmental changes in recent years.Then take the Arctic Science Agreement as an example to analyze the role of the Arctic Council in providing a platform for multi-subject participation in cooperation and strengthening inter-institutional exchanges and cooperation.Finally,this paper proposes the prospects for future development of the Arctic Council,and strengthens the Arctic Council itself by continuously improving institutional democratic participation,continuing to strengthen platform construction,fostering common values and concepts of the Arctic,and formulating long-term strategic plans.Development and improvement are of great significance for regional institutional construction and regional governance case studies.
