Research On The Optimization Of Grassroots Government Behavior In Rural Mutual Assistance For The Aged

As China’s rural population ages,the situation facing rural pensions is becoming more and more serious.As a pension model that meets the needs of the elderly in rural areas,rural mutual support for the elderly needs to be actively implemented to meet the urgent needs of the elderly in rural areas.As an important driving force for the implementation of rural mutual assistance and old-age care services,the grassroots government’s behavior in rural mutual assistance and pensions directly affects the implementation effect and development prospects of rural mutual assistance and old-age care.Based on the new public service theory and public goods theory,this study concludes that the grassroots government should have five basic behaviors: organizational leadership,policy guidance,financial support,technical support,and supervision and evaluation in rural mutual assistance and pension.On this basis,a field survey was carried out on the status quo of rural mutual aid and old-age care in S County.A survey of S County found that the grassroots government has achieved certain results in the rural mutual aid and old-age care in S County,but there are also inadequate implementation of relevant systems and policies,lack of in-depth publicity and promotion,and lack of perfect supervision and evaluation mechanisms.Lack of training and guidance for social organizations,lack of support for rural mutual help and wisdom for the elderly.The underlying reasons are mainly the induction of government self-interest,the lack of public service system,the irrational structure of fiscal expenditure,and the imperfect evaluation system.Combining the successful experiences of the grassroots governments in Japan,the United States,Feixiang County of Shijiazhuang and Zhanhua District of Binzhou City in the practice of mutual support for the elderly in rural areas,it puts forward the relevant rules and regulations for the management of grassroots government in rural mutual assistance and pension,and strengthens the mutual support of the grassroots government in rural areas.The effective role of the middle,strengthen mutual support for the elderly,improve the participation of the main body,refine and strictly enforce the standards of mutual support for the elderly,and implement the "Internet +government + mutual support for the elderly" model to optimize the behavior of grassroots governments in the rural mutual support for the elderly.
