Research On The Optimization Of Government Public Services Under The Background Of "Internet +"

The arrival of the Internet era has made the connection between the lifestyles of the public and the internet more and more closely.Using information technology has become an important method for people to obtain information while people’s demands for public services are becoming increasingly diverse and complex.Utilizing advanced internet technology to simplify and optimize the processes of public service is a critical issue needed to solve by the present government.Meanwhile,how to make the specific administrative processes of public service more optimized has serves as one of the most concerned hot topics in today’s academic circle as well as a significant method of transforming government functions,improving its service capacity and building a service-oriented government in the new era.This paper,with the goal of optimizing the public service processes,attempts to make an in-depth study to explore how to apply the’Internet +’to the promotion of public services capabilities.The paper has briefly analyzed and studied the theory,cases,method and application concerning optimization of public services under the background of’Internet+’.On the basis of theories of service-oriented government,network governance and new public service,this paper studies specifically the means for optimizing public services and puts forward relevant research approaches through the case analysis of public-service processes optimization combined with’Internet+’concepts and technologies,learning advanced practices domestic and overseas as well as specific case analysis concerning evaluation of simplifying and optimizing processes of public services in Shandong Province.This paper makes a detailed elaboration and analysis on the optimization of public service processes under the internet background,and provides a theoretical basis for the"Internet +"to promote the optimization of public service processes.Through researching on the spot and analyzing related cases,this paper shows the necessity,the problems and solutions of simplification and optimization of the public service processes at this stage.Many current problems restrict the process and effect of simplification and optimization of the public service processes seriously,such as inadequate policy,imperfect technology,unbalanced level of social and economic development,insufficient investment of funds,shortage of team building,transformation of concepts of service personnels and service subjects.These problems have made the government’s services supply insufficient at this stage,and have made it difficult to meet the public services needs of the people for the government in all aspects,which has led to a series of social problems such as difficulty in seeing a doctor,difficulty in housing,and difficulty in enrolling.Through using the advanced’Internet +’technology,guided by networked governance theory,we will build a network platform for the governmental public services,improve the network facilities through improving the construction of supporting systems,establish an internet public service platform,build a professional team,promote government big data sharing and synergies in the public service supply department and improve the efficiency of data utilization.Relying on"Internet+"to carry out full-scale control in the provision of public services,we will simplify and optimize the public service processes,and provide the public with more scientific and convenient public services.
