The Theoretical Framework Of Public Service Process Optimization And Methods

Public service process optimization is one of the most popular subjects in present government transforming practice both in our country and abroad,drawing a lot of attention from academic field.It is the key approach with regard to leveraging government service ability.This paper tries to deliver an in depth study from both theoretical and methodological angles.The paper delivers a simple summary on theoretic,methodological and applied study of public service process optimization.On the basis of analyzing institutional factors,the paper points out that top management is the rooted reason for a successful implementation of project on the given target.Based on analyzing the four enabling factors(planning,principle and team,infrastructure,valuation and renovation),the paper introduces an SA(Stage-Activity) framework on top of business process reengineering method and proposes six rules for carrying out the framework based on discussing the essential characteristics.The paper then proposed the method and steps for public service process optimization based on activity and institutional restriction analysis.At last,the paper conducted a case study.Through investigating the execution process of public service process optimization in shanghai,the paper verifies its theoretical framework and optimization methods.
