| Because of the sustainable development of economic globalization,the structure of integrated social interest of China has been increasingly readjusted,which is highlighted in the aspects of economic system,social structure and benefit pattern.At the same time,various underlying social contradictions and problems gradually come into sight and are revealed in diverse forms of complaints and proposals,imposing great pressure and test to the work on complaints,proposals and reports related to discipline inspection and supervision.The work on complaints,proposals and reports is the first process of supervision and discipline execution,which can discover and disclose breach of disciplines and laws.It is a main channel for the Party and the government to contact with the masses and observe the needs and the opinions of the people.It is also the “health report” and “barometer” for the judgment of Party integrity and political ecology of a district and a department.Based on the analysis of the complaint,proposal and report solving work done by the discipline inspection and supervision organs of Yichun City,this paper summarizes some experienced practices they’ve adopted in recent years,and also presents the problems in such work done in Yichun City,including increment of complaints and proposals has not been effectively controlled,inefficiency in handling complaints and proposals,prominent lagging in the building of cadres,and the ineffectiveness in making use of clues to complaint,proposal and reporting problems.Aiming at these problems,the author puts forward specific countermeasures for the problems,which mainly include the follows: 1).strengthening the principle and normativity of the work on handling complaints and proposals related to discipline inspection and supervision and highlighting the primary responsibilities and major works for construction of the Party conduct and of an honest and clean government and fighting against corruption;2).perfecting the mechanism of this work and solving problems practically;3).optimizing the modes of managing the work and promoting professional skill;4).improving the environment for work on such complaints and proposals,and standardizing the orders for those tasks,etc. |
