Research On Party Building At Grass-roots Level In State-owned Financial Enterprises From The Perspective Of Public Management

The grassroots party building work of our state-owned financial enterprises cannot totally meet the general requirements for the building of Communist Party of China(CPC)in the new era,and there are still many outstanding problems at grassroots level that need to be resolved.In order to better implement and performthe sacred responsibilities assigned to state-owned financial enterprises by CPC and our country,to steadily promotethe reform and development of state-owned financial enterprises and effectively guard against various financial risks,it is necessary for China’s state-owned financial enterprises to further enhance and improve their own CPC building work.Based on the theory of socialism with Chinese characteristics in the new era,the theory of new public management and public governance,this article comprehensively used literature research method,interview investigation method,and case analysis method.Interviews were conducted with 17 leaders of the Party Affairs Department of Bank of China TZ Branch and related staff of JY Sub-branch respectively,and cases of JY Sub-branch party staff allocation,evaluation mechanism setting,party organization life development,and party branch setting were analyzed.The research shows a series of problems marked as following:the primary-level Party organization system of JY Branch of Bank of China needs to be further improved;the activities of the primary-level Party organization requires to be enriched;the team building work needs to be further strengthened;and the institutional construction needs to be further strengthened.Measures should be put forward to further highlight CPC building in organization construction,ideological construction,team building and system construction.
