Research On Performance Evaluation Of PPP Pension Project Operation Stage

China has entered the stage of aging since 2000.China will enter an accelerated aging stage in 2020,and around 2030,China will usher in the most severe period of population aging.From the perspective of development stage,the aging of the population is the basic national condition of China at this stage,and it will be a huge challenge that China needs to face for a long time.The problem of old-age care has gradually become a major problem affecting the national standard of our people,and the demand for social care services.It is also growing.As the population ages,the government's investment in pensions i5 far from meeting the growing needs of the society.In 2013,various government ministries and commissions have issued documents to encourage private capital to join the pension industry to alleviate the growing needs of the society.In this context,the introduction of the PPP model in the pension industry can provide a more realistic solution for the supply of pensions.The current domestic PPP project features "re-construction and light operation",and there are few professional studies on the project operation stage.However,due to its particularity,the PPP pension project is faced with the elderly's pension needs,and the elderly's pension needs are reflected.In the specific operation stage of the pension project,the performance study of the PPP pension project operation stage can effectively improve the quality of the aged care service during the project operation phase and meet the elderly's pension needs,which is of great significance to the entire PPP pension project.Based on the performance evaluation of PPP project,combined with the unique characteristics of the pension project,the key success factors and Maslow's demand theory are used as the coding basis.The qualitative analysis software Nvivo is used for coding analysis,and the performance index of the PPP pension project operation stage is used.The identification carried out comprehensive and in-depth research,established a comprehensive PPP pension project operation stage perfornance index system,and then applied the fuzzy comprehensive evaluation method to construct a specific PPP pension project operation stage performance evaluation model.On this basis,through the established evaluation model,the performance evaluation of the national PPP demonstration project c“Feng Ye Zheng Hong'Project was carried out.The main contents of each chapter of this paper are as follows:The first chapter is introduction.It mainly introduces the background information and significance of this research.At the same time,it summarizes more than 40 literatures at home and abroad,which is convenient for readers to have a preliminary understanding of the research.This chapter starts with the necessity and feasibility of the topic,clarifies the purpose and specific content of the research,and determines the specific research methods.The second chapter analyzes the basic theory of performance evaluation of PPP pension project.This chapter firstly analyzes the basic characteristics and operation mode of PPP pension project.Secondly,it analyzes the theoretical basis of performance indicator identification in PPP pension project operation stage,namely key success factor and Maslow demand theory.Finally,the performance of PPP pension project The evaluation carried out relevant analysis,clarified the specific principles of performance evaluation,and sorted out the specific process of PPP pension project performance evaluation.The third chapter is the construction of performance indicator system in the operation phase of PPP pension project.This chapter first analyzes the objectives of PPP pension project performance evaluation,and expounds the specific principles,methods and theories of PPP pension project performance index system construction.Secondly,through the literature analysis,the performance index system of the operational phase in the PPP performance indicator system of Wang Chao et al.(2014)is used as the preliminary index system framework of Nvivo software coding,and then based on this framework,"PPP pension,The data of project performance,pension performance and PPP performance are analyzed word by word.After the revision and upgrade of the indicator system,the performance index system of the PPP pension project operation stage is finally obtained and the indicators are explained in detail.Finally,the reliability test of the coding result is carried out to prove that the constructed system is credible.The fourth chapter is the construction of performance evaluation model for PPP pension project operation stage.Based on the research in Chapter 3,this chapter firstly determines the specific weight of each index in the system through the repetition of the indicators in the third chapter,and then conducts an in-depth study on the performance evaluation system of the PPP pension project.The fuzzy comprehensive evaluation method was introduced into the performance evaluation of the PPP pension project during the operation stage,and a specific performance evaluation model was established.The fifth chapter is the specific application of the performance evaluation model of PPP pension project operation stage.Based on the research of Chapters 3 and 4,this chapter uses the established performance evaluation model to evaluate the performance of the "Feng Ye Zheng Hong" project.The performance evaluation of the "Feng Ye Zheng Hong" project is excellent.This conclusion is also consistent with the evaluation of the project by the public and government departments,which proves that the evaluation model constructed in this paper has certain accuracy and feasibility.Chapter Six Conclusions and Prospects.This chapter summarizes the specific conclusions and shortcomings of the paper,and looks forward to the next research.The main innovations of this paper are two aspects:First,the exploration of new performance indicator identification methods,using Nvivo qualitative analysis software to encode and analyze all the literature data,can ensure the comprehensive identification of indicators,and ensure the scientific construction of the indicator system.Integrity,and according to the number of repetitions of each indicator in the coding result,the specific weight of each index in the system can be more objectively determined;secondly,in the research process of PPP pension project performance evaluation,fully consider the particularity of the pension project,The research focuses on the operation stage of the project,comprehensively considering the hard-wearing needs of the elderly and the softness of the spiritual culture,and constructing an accurate and feasible performance evaluation model for the PPP pension project.
