Study On The Relationship Between The Government And Government-driven NPO

Since the reform and opening up, the Chinese government has transformgradually to the limited government. Now, the reform field has been transformed toseparate the government. At the third plenary session of the eighteenth centralcommittee of CPC has proposed that "we must effectively transform governmentfunctions,""rule of law government and service-oriented government";"enhance thevitality of social development, improve the level of social governance." Makingprocess in public administration, many local governments have been transferringcertain social functions and have started purchasing services of non-governmentalorganizations. In the exploration process, there is a close and complex relationshipend multi-faceted problems between the government and government-drivennon-profit organizations.By reviewing the significance of civil society development background, we cansee that the government-driven NPO’s development has a certain objective necessityin our country. When the government is in the face of new social conflicts and socialissues, NPO is one of the new ways of seeking to help resolve the problem.Meanwhile, compared with the traditional government-run NPOs and emerginggrassroots NPOs, the government-driven NPOs have common problems with thegovernment. And they also have a lot of unique problems.The paper, based on the case study of Shanghai Sunshine social workorganizations, investigates the background and process of government promoting thesurvival and development of NPO and analyzed the unique issues of the model to describe such organizations in the process of interaction with the government. Thereis described the explore the history of the idea and practice of social workorganizations and government developing relationships. Meanwhile, refer to theinside and outside literatures, the paper makes the commentary of practicalexperiences, and analyzes which can be learned at this stage in China through severaltheoretical perspectives of the government and NPO relations.Finally, this paper attempts to explore how to reengineering the countermeasuresof the government-driven NPOs and government relations. In the process of movingtowards "pluralistic governance", the government need to further transform itsfunctions, clarify its borders, stable and effective long-term planning, positioning inpromoting the development of NPOs in the field, how and when. In the face ofvarious government-driven process, government-driven NPOs can take to adaptstrategies to maintain the value of the organization’s mission and adapt to the externalsocial environment, enabling organizations to more long-term development.Ultimately, I hope that the government and government-driven NPOs can form a goodpartnership, synergy, and provide more and better services.
