Research On China's Cyberspace National Big Data Security Governance

In the era of Big Data,data has become an important strategic resource for safeguarding national stability and promoting social development.What is more,Big Data is likened to "the oil in the future world".However,data security problems emerge in a row while the government,enterprises and society enjoy the tremendous value and opportunities Big Data has brought.Faced with such a situation,Chinese government should be ready to guarantee its own national big data security and create a safe and effective atmosphere which is helpful for the development,protection and management of big data.The release of Action to Promote Big Data Development(the State Council)marked that Chinese government had already placed Big Data governing to a national strategic level.So far,to implement and promote the governance of Big Data security,the government has carried out a series of tasks.For example,the Group of Big Data Standards has been founded,four white papers on Big Data standards have been released and eight Big Data comprehensive demonstration sites have been set up.However,there are still some shortcomings in governing ideas,governing systems,governing standards and infrastructure construction.In respect of the governing ideas,empiricism is highly considered while the thinking of Big Data is ignored.In respect of the governing systems,the governing body is single,the management of internal governing agencies is in a mess and the laws and regulations are defective.In respect of the governing standards,even though they have been hard promoted,they are not accepted in all over the country at this initial stage.In respect of the infrastructure construction,the lack of technology and talents results in insufficient capability of infrastructure support and low utilization of data resource.To deal with these big data governing issues,we can learn from the experience of developed countries and make it gradually improved.Hence,the government must first change the backward idea and establish the awareness of Big Data.Second,the government should actively promote the multi-agent collaborative governance which is led by the national government itself so that the governing can be more democratic and more scientific;besides,the powers and responsibilities of each department under the government should be clarified so that the government can carry out a unified and coordinated governance.Third,the government should also put in more efforts in law making and in building a legal and regulatory system and standardization system so that the governance and development of Big Data will have something to abide by.Fourth,the government have to pay more attention to the training of big data talents and continuously enhance the capability of innovating big data and protecting it.Finally,we must learn from the experience of other countries and actively carry out international exchanges and cooperation on Big Data security governance so as to push forward the construction of a global community of destiny in cyberspace.
