Since its inception,the Internet has grown at a geometric rate,and cyberspace is a virtual space that is built on top of network infrastructure and can serve human activities.This is the best time.With the rapid popularization of the Internet,the revolution in information technology represented by the Internet has greatly promoted the development of human productivity;but it is also the worst era.The Internet is anti-authority,anti-centralization,and no The tendency of governmentalization and decentralization is also increasingly evident.For example,in the recent ransomware virus,cyberattacks,cybercrime,cyber terrorism,etc.have increasingly become global public hazards.Network monitoring,disclosure of personal identifiable information,and infringement of intellectual property rights are increasingly prominent.For increasingly serious cyber threats,how to ensure the safe and stable operation of cyberspace has become a problem for the time.China and the United States are the largest developing countries and developed countries in the Internet era.Although both countries have emphasized the need to maintain cyberspace security,due to differences in the concept of network governance and the pursuit of interests between the two countries,the governance models of the two countries are quite different.Therefore,this article first clarified the related concepts of cyberspace and network sovereignty,and summarized the research results of related experts and scholars to determine the research ideas and research methods of this paper.By comparing China and the United States on cyberspace security governance concepts and goals,cyberspace security strategy,cyberspace security legislation,cyberspace security organization system and network content supervision measures,we conclude that both countries attach importance to the network in cyberspace security governance.Autonomy,technical supervision,and international cooperation,analyzing the differences between the two countries in their fundamental interests,governance mechanisms,and governance objectives,and digging in to find out that the causes of these differences are mainly ideological differences,differences in Internet cognition,and technical resources.Differences and differences in internet thinking.Finally,considering the actual situation in China,we will consider the legitimacy and feasibility of China’s cyberspace security governance:strengthen the will of national cyberspace security governance,strengthen the legalization of cyberspace security governance,strengthen the construction of the media industry,and guide the Internet publip opinion.
