Research On Using Big Data To Promote China’s National Governance Modernization

In September 2008,Nature published a special issue called "Big Data",which preliminarily discussed the concept,connotation,technical characteristics and application strategies of big data.Since then,big data has been mentioned more frequently and recognized by theorists,politicians,business circles and other social circles,and has rapidly developed from the field of natural science to that of social science,and into the level of national governance.The application of big data in national governance has become an international consensus,and the revolution and changes caused by big data must be paid full attention in the field of national governance,which deserves extensive attention from all walks of life,including academia.Therefore,the author selects the research on China’s national governance modernization from the perspective of big data as the discussion field.Its main purpose is to deeply explore a series of major issues such as the practical significance,value orientation and challenges,opportunities,strategic ideas by sorting out and studying the theories related to big data and national governance and combining the practice of China’s national governance using big data.The innovation of this paper is mainly reflected in two aspects: first,it is featured and innovative in academic thinking.It comprehensively and systematically analyzes the theoretical and practical problems of national governance of big data,making the research results more contemporary and realistic.The second is the characteristics and innovation of research methods.Since the fact that national governance of big data is a systematic project involving a wide range of areas and complex situations,and has remarkable characteristics of the intersection and integration of natural science and social science,this paper comprehensively uses the theories and methods of multidisciplinary integration such as politics,administration,management and informatics.The paper mainly studies the following aspects,and expounds some new ideas accordingly:First,governance and national governance theory has developed into a more systematic and complete theoretical framework and content system,which has a certain reference value for promoting the modernization of national governance in China.Due to the limitations of the times,Marxist classic writers such as Marx and Engels did not form the thought of national governance in the modern sense,but they all have some relevant discussions in their classic works,which has important enlightenment value for promoting the modernization of national governance in our country.After the founding of new China,Mao Zedong,Deng Xiaoping and other Chinese Communists of all dynasties creatively developed the theory of socialist state governance in combination with the practice of China’s socialist construction and reform,which laid a solid foundation for promoting the modernization of China’s state governance.Since the 18 th National Congress,the CPC Central Committee has put forward a major issue of the times on the modernization of the national governance system and governance capacity.It not only pays attention to a sound and perfect national governance system,but also pays attention to improving the comprehensive ability of governance subjects to effectively use these systems to serve the needs of national and social development and the needs of the public,It has greatly enriched and developed the Marxist thought of national governance and provided fundamental guidance for the research of this paper.Secend,promoting the modernization of national governance system and governance capacity is inseparable from the guarantee and support of big data.The application of Big data in promoting the modernization of national governance is conducive to promoting innovative changes in the concept of national governance,so as to effectively improve the awareness of data openness and sharing of national governance,and effectively improve the inclusiveness of national governance mentality and the accuracy of data analysis.Second,it will help transform the model of the national governance into a scientific one,so as to effectively promote the democratization,intelligence,coordination,transparency and refinement of national governance.Third,it is conducive to promoting the flat transformation of national governance organizations,thus effectively improving the low governance efficiency caused by the traditional bureaucratic organization system,such as long decision-making cycle,low efficiency of measures,slow response to demands and so on.Third,with the advent of the era of big data,in recent years,China has begun to attach great importance to the use of the concepts and technical methods of big data to promote the modernization of national governance system and governance capacity,achieved great results and continuously improved the modernization level of national governance.However,in general,due to various factors,China’s use of big data to promote the modernization of national governance still faces a series of practical problems that can not be ignored,such as the lack of conceptual awareness of some leading cadres,the lack of unified standards and norms of big data,the lack of Industrial Development and technical support,and the lack of data talents.Fouth,to solve these problems,it is necessary to clarify the main tasks of strengthening the construction of big data in China’s governance modernization:First,establish the concept of big data national governance and formulate the development plan of big data governance;Second,improve the big data governance system and mechanism and promote the interconnection and sharing of big data resources;Third,promote market-oriented operation of data assets and promote the sound development of big data industry;Fourth,play a typical exemplary leading role and strengthen the infrastructure construction of big data governance;Fifth,adapt to the needs of big data governance talents and innovate the training mode of compound talents;Sixth,implement e-government process reengineering and improve the legal guarantee of big data governance;Seventh,promote the construction of big data standards and norms,and strengthen the security guarantee of big data governance.Fifth,the core task of using big data to promote the modernization of national governance is to make full use of the concept and technology of big data to build a national integrated online government platform,so as to provide strong support for promoting the construction of digital government and innovating ways of national governance and service.Building a national integrated online government service platform has its logical basis and theoretical basis.In view of the above problems,it is necessary to make efforts in the following aspects to build a national integrated online government service platform: first,strengthen the systematic and integrated top-level design,second,improve the open and shared data governance system,third,optimize the online and offline service process of government affairs,and fourth,build an intelligent and secure integrated guarantee support system,Fifth,build a fair and just one network management system.Sixth,establish and improve relevant systems and rules.Sixth,using big data to promote the modernization of national governance,in addition to using big data to build a national integrated online government platform,we should also pay attention to improving other safeguard measures,mainly including: using big data to build a new think tank with Chinese characteristics,using big data to strengthen network ideological governance,and using big data to continuously improve the level of comprehensively and strictly administering the party.Finally,in the process of writing this paper,the author comprehensively uses a variety of research methods such as literature query,network retrieval and comparative analysis to comprehensively investigate the practice of using big data to promote the modernization of national governance system and governance capacity in China,selects key areas in more representative areas of several provinces for many field investigations and analyzes and summarizes these typical cases deeply and systematically.Based on the comprehensive analysis of the above typical cases,there are several common experiences that can bring profound enlightenment to the use of big data to promote the modernization of national governance.First,we should strengthen the construction of an integrated online government service platform.Only by establishing a standardized integrated online government service platform can we effectively solve the prominent problems in national governance,such as poor convenience services,non interoperability of carrier platforms and non sharing of data information,truly realize the resource integration of data information,and build data sharing and interoperability channels across regions,domains,levels,departments and systems.Second,we should actively explore a new path to promote the reform of system and mechanism by using new technologies and concepts such as big data.The application of big data concept and technology can effectively promote and solve the problems of non emancipation of mind,inflexible mechanism,poor data and information circulation and insufficient sharing,and even give play to the effect of system and mechanism reform.Third,we should promote big data national governance based on the value orientation of better serving people’s livelihood.Only by taking the people’s livelihood demands as the clear guidance and constantly realizing the organic fit between big data and national governance can we truly reflect the era value of big data.The era of big data is an era of deepening information revolution.Big data is not only a scientific and advanced concept of governance,but also an indispensable strategic resource.At the same time,it is also a governance technology for innovative development.With the accelerating flow of data information and the continuous development of data analysis and processing technology,big data is exerting more and more profound influce on the concept dimension,decision-making ideas and working mechanism of national governance,and effectively promoting the modernization of national governance system and governance capacity.There is no doubt that the application of big data in national governance can effectively improve the modernization of national governance system and governance capacity.However,we still need to look at this issue dialectically.While recognizing its positive promoting role,we should also deeply understand its possible negative impact.We must get out of the following ideological misunderstandings: theories of relational omnipotence,accurate prediction being infinitely good and data information worship.
